Japanese role as the savior of Asia and the colored races has been effective in areas where British, and to a lesaer extent Dutch rule, did not establish loyalty. Japanese and German victories thus far have prepared nib:feet areas and neutrals, for resignation to Axis domination. While the Etropean sabotage rate is rising, many peo- ple are becoming more resigned to cooperation with the Axis. This sentiment varies, however, with conviction of Axis victory or defeat. The German will to fight has been greatly strengthened by threats of vhat will happen to them after the war is over. A long period of governmental in- doctrination ha e created a unified public opinion at home which is faithfully promoted by government spokesmen and leaders. In order to establish a list of priorities In areas for which Psychological Warfare plans are to be drawn these areas shall be classified in the follow- ing manner: a. Areas of Resistance. In these areas the objective of psychological warfare shall be to maintain the status quo by Impeding enemy military or political infiltration. Al]. propaganda and other psychological activities in these areas aimed at impeding enemy infiltration shall be limited by the necessity of maintaining diplomatic and pol- itical status quo. b. &iejLuL_afjtrat!ticearag_Pr.:_p_tion. These are areas of intensive psychological and physical infiltration in view of active operations aimea either at assisting a military offensive of our own or In repelling an enemy offensive. Since the task in these areas is to prepare for the operations all propaganda and other psychological warfare activities during the preparatory period shall be of such a nature as not to compromise the major operation. Allied Nations. Only territories where organized military resistance still prevails shall be included in this category. Regions which are not considered promising as bases for offensive operations and where no strategic disadvantage can result from the change in the diplomatic or political status quo shall be considered Areas of Harasement. In these areas psychological warfare shall attempt by every means to create difftoul- ties for the enemy, stimulate rebellion, sabotage, guerilla warfare and all forms of active or passive resistance as well as create doubt, fear, and social disorder among the elements of the population sup- porting the enemy. e. It is recognized that any one theater of operations, or particular part thereof, may from time to time 6hange from one classifloation to another classification of areas of psychological warfare. Directed the Secretary to redraft J.P.W.C. 20 to include the points agreed upon today, making the section on "Classification of Areas" a separate paper, and to submit these in time for consideration in the meeting next Monday. 2. MR. 7ILLARD explained the proposed resumption of the economic plan for French North Africa as a means for carrying on psychological warfare there. Objections to it are nov found in the Navy, LEA'. and British. The first of two ships from U.S. has been leared by all parties to sail on truly 15. COLONEL BENTLEY strongly recommended that the econonic plan proceed because (1) it would tend to keep the Arabs from re- volt, (2) it permits U.S. control officers to move freely in that area. Previous shipments have had an excellent psychological effect on the Arabs and have reduced German prestige. Leakage to the Germans appears to be so small as to be negligible, and most of the goods are of a character that would not be of military value. Payment is by the French and the goods are transported in French ships. COLONEL BENTLEY also recommended that the LEA. es- tablish a full-time representative in Tangier 2. JAPAN PLAN. COLONEL DONOVAN introduced a plan for psychological warfare against the Japanese throughout the Far last, and the Committee discussed various parts of it. CAPTAIN REDFIELD was requested to report on the prior- ity of areas in which psychological warfare should be initiated. This report could then be used as a basis for asking the Joint Staff Planners for either strategical plans or assumptions on which this Committee could formulate detailed plans integrated with military operations plans. 3. JAM PROPAGANDA NAN. MR. TAILOR submitted on behalf of the 0.3.3. comments upon the Japan Propaganda Plan. COLONEL DONOVAN requested COLONEL 30LBERT and MR. TAILOR to submit revised and condensed drafts of a Japan Plan for the next meeting of the Subcommittee. COLONEL DONOVAN proposed that the 3ubcommittee consider these two drafts when presented and decide upon the form in which the plan should be submitted to the joint Psychological Warfare Committee. 3.
