Of possible assistance based upon our study to date, I would
recommend as follows, keyed to the attached list of questions:
1. We study only 1. a., 1. b., and 1. c, I would further recom-
mend that we define "publications" as a finished product, thus
excluding DDP's disseminations of raw intelligence and NPIC's
disseminations of semi-finished intelligence.
2. It would appear sufficient to limit the study to the answers
submitted by the various directorates to the questions which have
been given them. A copy of these questions is attached at Tab A.
Based upon the answers to these questions and some special studies
(for example one now being done by OCI on Vietnam which will
reflect the scope of duplication in the coverage of Vietnam), that
we make recommendations for permanent and continuous review
by each directorate of its publications.
3. This is only an observation and requires no answer.
4. & 5.- I recommend only top levels in Government, together
with a general statement concerning field distribution- -such as all
ambassadors, CIA field stations and military commands, or similar
appropriate field distribution. In addition, I would recommend a
system to ensure that the DCI is advised when a copy is transmitted
by memorandum or by hand to a high level official.
