The Chairman stated that in separate ceremonies in General Thomas' and General Pitch's offices, citations for their work with C?DIB were pre- sented to former Air Faroe and Army members. John H. Toler and John F. Kullgren. He rend the citations to the Committee and asked that they be incorporated in the record (sec Attachment 1). . 2. The minutes of the forty-sixth meeting (C ODIB-M-46, 6 War 85) were approved as written 8. Releaaes to Contractors (CQDIB-D-42/18, 19 Apr 68): The objective of referenced DIA statement was considered sound, Le., tying release policy to that which is actually to be controlled, rather than to try to incorporate at this time materials over which USIB directives have little influences However, alternative wording was suggested by the Chairman (see Attachment 2, dEs- tribioted at the meeting). Mr. Wilson said that the Chairman's approach was consistent with State's position: stated that, in view of their principals direct interest in this subject, they subsequently would convey the DIA and NSA positions. 4. mate/ terml Rteeearoh BtY.Briefing: Mr. Nagle briefed tare Committee on his staff's activities and distributed sample copies of publications: some 10, 000 titles exist of external reports sponsored by 21 agencies and monitored by the Government Branch; these government- sponsored research efforts are reflected in a classified quarterly inventory published by the Department. The Private Branch is a clearinghouse for contact with universities, foundations, and individuals; increased activity is reflected by statistics showing 7000 projects in process in 1963 compared with 1700 such in 1052. Behavioral Science Branch is a pilot effort whose continuance depends on customer support, Mr. Kiley suggested contact with Walter Carlson of DDR&E and Mr. See observed the interest overlap with the Science In oarmation- Exchange; Mr. Nagle stated that discussions had been held with SIE and BoB to avoid duplication. The greatest weak- nesses in the external research Held, he felt were lack of coordination and lack of awareness of what others are doing. 6. Qcommented that the formats be reviewed might provide a basis for a community systems evaluation; 0 stated that as presently developed there was no update or query cpabilltsr In the computer programs, only a report-generation capability; ice., there was no attempt to develop such a model but only to use the programs to reduce data. A brief discussion of anticipated departmental abjeotives ensued, the Chairman stating that a clearer view would come from the proposed "retreat" to CIA's relocation center sometime near the end of May, at which time the printouts would be studied in detail, away from office pressures. The Chairman also stated that he would present a brief report to USIB on 1 June, indicating the need to maintain adequate staffing for the data analysis and reporting phase. It was suggested that prior to, or as an initial part of, the "retreat", about 1/2 day be devoted to a detailed briefing on the formats used for data collection, organizations surveyed, etc. 6. Machine-language T iter: Mr. Dailey stated that emergency fund use had been authorized and 8-12 bids received; it is expected that a contract will be let by 1 June. Results are expected (i. e., in terms of operational equipment) about two years after the contract is let. The Secretary noted for the record a 4 April meeting of CIA, Navy and NSA representatives at which the original purposes behind the development of a collective statement of USIB requirements for a remote systems input device were reiterated for NSA members of the USCSB Special Committee on mpromising Emanations, the meeting having beau called to consider th device as an on-line data input/output terminal to computers. 7. Requests for CIA File Search or File Duplication: The Chairman led an Increasing number of requests for duplication of CIA files, such requests being informal and coming at all levels. He also noted recent requests for CIA to review its information holdings prior to a non-CIA component issuing a field collection requirement. On the latter point, he felt that such "middleman" review was unsatisfactory - that the interested non-CIA analyst should himself review the files in CIA. On the former point, he noted that CIA had on several occasions expended considerable effort to duplicate file holdings and subsequently discovered that they were not used.
