the Civil Servant making the most significant and outstanding contribution to the field
of Paper Work Management in the Federal Service..
2. That the award be a specified amount of cash plus a meal of appropriate
design. (The Suggester also has an idea for the design and' inscription of such a
metal).
3. That the award program be sponsored and administered by the Civil Service
Commission.
