1. Honor America Day - Flyers and Posters: Today I was advised
that GSA had delivered to the Headquarters Building about 30 posters and
5, 000 flyers to be distributed to Agency employees on behalf of the July 4
program "Honor America Day". A stop was put on any distribution by the
Office of Logistics until they had a chance to get my reaction and I was so
informed of this proposal on the morning of 30 June. There is no evidence
that this was an officially sponsored Government action, and upon inquiry,
Roy Eckert, Chief, Region 3 Public Buildings, was unaware of the delivery
of these posters. I mentioned this at the Executive Committee Meeting and
said that no official connection has so far been established and I cited our
ground rules that no posters appear on our bulletin boards unless they
represent officially sponsored activities. It was agreed by the Executive
Committee that we would not show the posters. Subsequently, Jack Blake
talked to Mr. Innamorati, GSA, who advised that in effect it was official as
it was White House sponsored. I called the Director and advised him of this
and he was still not convinced and asked that I contact Mr. Kunzig,
Administrator of GSA. I called Mr. Kunzig who was not in but shortly
thereafter Mr. Corneal, Confidential Assistant to Mr. Kunzig, returned my
call and I discussed the problem with him. I indicated our reasons for con-
cern and that posters and leaflets had to be official; otherwise I would then
be put in the position of having to honor other non-official groups seeking to
put posters on our bulletin boards. I advised this could not be permitted.
Mr. Corneal indicated that this was not an official Government action and that
GSA was simply lending its good services to a worthy cause. I agreed it was
a worthy cause but since it was not official I would not post the posters nor
distribute the leaflets in light of our official policy. I asked if Mr. Corneal
and GSA properly understood our position and he advised he, on behalf of
GSA, fully understood. Meantime, I talked with Mr. Van Weaver, GSA
Building Manager, and advised him of our decision and asked that he do
nothing as the ball was in my court. He agreed fully and subsequently no
posters were put on the bulletin boards and no leaflefts or flyers were
distributed to the employees.
