enclose a report requesting an investigation on what we are
certain was a subversive program produced by The National Edu-
cation Television Network and titled "Three Faces of Cuba".
This program was shown on the dates and locations indicated
in our enclosed report.
We hope that with all the detailed data which we are hereby
furnishing you to support our claim, a thorough investigation
will be carried out, not only to bring to trial all parties
found to be guilty, but to also forestall future similar pro..
grams-with what we feel is the determined objective of poison..
ing the minds of Americans with distortion, half truths, and
outright lies in behalf of Communism.

1. PURPOSE
The request by Cuban exiles of Connecticut and Hartford's "Committee Pro Cuba
Liberation" to Senator Thomas J. Dodd of our State of Connecticut, as well as
to the Justice Department and related agencies, and to the Houma Committee on
Un-American Activities, to carry out a nationwide investigation of all aspects
relating to the Video Film "THREE FACES OF CUBA", so that a detailed and com-
plete expose be accomplished regarding how this Communist oriented film was pre-
pared to be shown in the United States.
We respectfully suggest that, as a consequence of the investigation, appropriate
measures be taken to bring to trial any subversive elements found responsible of
acting as agents in behalf of foreign countries which are intent on ultimate sub-,
version and overthrow of the United States Government.
2, DATES AND PLACES THE VIDEO TAPE WAS sway
, We know of two specific dates and places on which the above mentioned program
was shown.
a. On March 22, 1965, from 8:00 to 9:00 P.M., on the "NATIONAL EDUCATIONAL
TELEVISION NETWORK", Hartford, Connecticut, affiliate WEDH CHANNEL 24
at Trinity College. We enclose as Exhibit "A" a photostat of page A-33
of the -rv GUIDE" issue which announced this program on this station.

We enclose as Exhibit "B"? a transcript of the tape recording, made of
the film and provided by the "Truth About Cuba Committee, Inc." of. 646
S.W. 12th Avenue, Miami, Florida, including an ansaysis of music and sound
effects.
6. ANALYSIS OF THE PROGRAM
A. Presence of key subversive organizations and elements
Aside from Fidel Castro (who is publicly embarked on a campaign to
overthrow all governments of the Western Hemisphere and several in
the African and Asian Continents), in this program filmed by Mr.
Cohen there also appeared individuals belonging to the "BLACK LIBERA-
TION FRONT", which were identified in the film by a huge banner hanging
from a balcony. Right behind the banner, one can see Robert Colliers,
one of the four identified and arrested terrorists arrested by the
FBI a few weeks ago, who were in the last stages of blowing up three
of the United Stated' most honored monuments. We recall that accord-
ing to the undercover agent who exposed the plot, he had met Colliers
at the latterts return from Cuba during a reception given by Che Guevara
at the United Nations,
B. Main Communist objectives and their inclusion in this program
1. "Yankee Go Home" Theme
This worldwide Communist slogan is now being raised more than
ever regarding the United States' commitment in defense of South
Vietnam, in order to influence Americans and to pressure and
obtain the United States' withdrawal from that troubled spot.
.This subtle and persuading theme comes out combining both the
visual and audio senses (See A Page 16 of the Transcript and
B .? Page 16 of the Transcript).

As even the producers have acknowledged in the Spanish chant in
the program, this "Yankee Go Home" theme is being "peddled" by
the Communists to obtain withdrawal also in Korea, Panama, Turkey,
Dominican Republic, and other locations. The intention to provoke
the American public opinion to pressure the United States' Govern-
ment to withdraw from South Vietnam is of paramount importance
today.
As part of the objective to create the guilty complex among
cans that they are not wanted abroad, the phony Cuban Exile (the
"First Face" appearing in the program -(Page 7 in the transcript
"C") unleasbesa typical Communist attack, indicating that the
United States' companies in Cuba acted differently there than they
do in this country, not paying the taxes or following the regula-
tions and laws of the country for example, and thus they became
"Colonizers" as the "professor" claims.
All Cuban exiles who sign this request and who have been and pre-
sently are highly critical of the lack of United States policy
regarding Cuba, nevertheless agree that, in our country the United
States companies such as the oil companies, Sears & Roebuck, the
mining companies, etc., conscientiously paid all their taxes,
scrupulously observed the laws of the country, (otherwise Castro
would by now have exposed them on his frequent harangues),and also
paid the highest salaries and wages.
2. Discrimination policies in the United States, in Pre-Castro Cuba,
and in Non-Communist Countries showing Communists as "Champions of
Minority Rights"
This is given great importance throughout the film (See "D" Page 5
of the transcript, "E" Page 12, and "F" Page 16), but the greatest
affront is to have the "Second Face" say that before the.Revolution
the negroes in Cuba were discriminated and we quote "as in some
parts of the United States", followed by his statement of "Imagine
a negro managing a factory before the Revolution". (See "F" Page 16).
As it is well known to all that lived in or visited Cuba, there was
practically no discrimination of negroes in our country during the
pre-Castro days. From our struggle for independence with General
Antonio Maceo to the year 1959, negroes in Cuba were-Cabinet Members,
(in all governments), Chiefs of the Army, Congressmen, Professionals,
and even Presidents (General Batista was a negro). Also General
Querejeta, who was Chief of the Army, Engineer Gaston Baquero, who
was Editor of Cuba's largest and oldest newspaper "Diario de la
Marina", and many more can be included in this category. Further-
more, there was no discrimination toward negroes even in the most

aristocratic private schools such as the one Fidel Castro attended
for example.
Continuing on the discrimination aspects of this program, as men-
tioned before, the film shows a banner of the United States "BLACK
LIBERATION FRONT" with the appearance, among others, of Robert
Colliers, the United States' terrorist.
,
One must recall that daily, through Cuban radio programs beamed
to the United States, American subversives living in Cuba incite
United States negroes to violence and demonstrations against United
States' authorities. Several such programs on Cuban stations are
daily broadcast to that effect.
"Communists are Idealists" Theme
This is a main theme of the phony "Cuban Exile" and is suggested
throughout the film when using Castro as a background. In the
transcript ("G" Page 2), the "Cuban Exile" refers to Che Guevara
as the "most idealistic of the group". Also, he referd to Castro
as believing himself &Messiah (See "H" Page 2).
As Dr. Luis Manrara of the "Truth About Cuba Committee" has com-
mented, tb call this gang of murderers, thieves, atheists, and
enemies of the Non-Communist world "Idealists" is the height of
impudence, especially when this is brought out, not by the Castroite
or the laborer, but by the exile who is supposed to be an enemy of
Castro. To present Fidel Castro, who as his sister has testified,
is bent on the destruction of the United States, as an Idealist on
an American network program is paramount to treason. This is our
unanimous opinion:
Castro is supported today by only less than 5% of the Cuban popu-
lation (including those who are indifferent), and is in power only
due to the strength of over 40,000 Soviet and other foreign troops
and foreign agents still in Cuba. Most decidedly the Cuban Exile
has been completely misrepresented when portrayed as representing .
the over half a million. Cubans who preferred liberty to living under
the Communist yoke.
We hereby state that it is our haipression that the portrayed Cuban.
Exile is either a Communist agent or that in a long interview,
exerpts were taken and his comments then became out of context.

We have yet to find a Cuban Exile, who after reading the trans-
cript of the program, believes that the first participant is a
true Cuban Exile. Furthermore, it is our impression that his
name was withheld, not, as he states because of any reprisal to
his family in Cuba (at the proper time we are sure Castro will
give him a "Communist Citation"), but rather due to the expected
repercussions of all Cuban exiles who in unison have vigorously
condemned this false "Exile's" views.
We also unanimously agree that this program furthers the Com-
munist aims and objectives which tend to cloud the issue in
Cuba, and establishes doubts as to the degree of support and
opposition to the Castro Communist rule in our once happy and
progressive nation.
Hero worshipping and mass support of Fidel Castro as it took place
only in the first year or two.of the Revolution, is constantly
brought out of present reality in the program, and pretending that
these demonstrations continue to take place at this time (See "I"
Page 6, "J" Page 13, "K" Page 13, "L" Page 15, Page 20, "N"
Page 20, and Page 21).
"Gracias Fidel" (Thanks Fidel) is brought out over and over, Cuba
has never in its history suffered more than at present, and even
the Communists are not able to deny today that our country has
gone back several decades in regards to education, production,
health, housing, food, and employment, among other things.
To emphasize "Gracias Fidel" serves only the purpose of creating
a false image of support of Fidel at this time in order to prove
the ineffectiveness of the sanctions of the OAS and the enforced
blockade on Cuba.
In reality, the blockade has been quite effective, even with the
lack of cooperation of England, Spain, Greece, Israel and several
other Western countries.
Finally, the closing remarks clearly show the insidiousness of the
program when the phony "Exile" says, "What answers can we give...
what can we tell the third Argentinian, the third Chilean".

We say, tell the truth about Cuba. Tall of the thousands killed
and imprisoned; of the presence of thousands of Soviet troops
and agents in alba with the best of weapons and planes; of the
destruction of the once thriving cattle industry; of the decline

in health due to the lack of medicines and sanitary measures; of
the cut in wages and salaries (30% to 40% as an average); of the
loss of union benefits and the right to strike; of the lowering
of production; of the persecution of all religions (3/4ths of
the Baptist Ministers are now in jail); of the decrease in edu-
cation (20,000 University students only in 1965 with new student
purges recently announced by Castro, as compared to the 1956
total of over 25,000); of the indoctrination of the youth and
their shipment to Russia, sometimes against their will and the
will of their parents (20,000 are estimated to have been sent
to the U.S.S.R.); of the training of Communist guerrillas for
Latin America, Asia, and Africa with active participation of
Cuban Communists; of the lack of new housing to meet Cuba's
pressing needs (the only large scale building is in military
installations); of the absolute control of every action of the
individual through rationing books, permits to change employment,
to move furniture, to take out cash savings (more than $10,000
accounts were confiscated); and finally, of the lack of native
food that previously was plentiful (staples such as malangao
yuca, etc.) and which today in many instances cannot be found.
All of these are the reasons why the "Fourth Face",.the real
face of Cuba today, did not appear in this Communist program.
C. Minor Communist Objectives and their inclusion in this program
if Aim to show that gambling was the principal business of Ameri-
cans in Cuba (See "P" Page 4).
Actually, American gambling interests were limited only to
three or four casinos in Havana. United States investment in
Cuba, which ran over one billion dollars, was mainly in fac-
tories, sugar, minor consumer articles, 041 and mining interests.
2. Claim that the workers now, under Castro, for the first time have
free treatment in hospitals for their wives before and after
giving birtiv(See "Q" Page 24).
Free medical treatment to worker's wives has been a regular
practice in Cuba since the late 1930'so To claim that this was
brought about by the revolution is just another gross distortion
of the truths

3. Claim that they have turned domestics into secretaries (See "R" Page 19).
This was tried in the first years .of the Revolution, but the pro-
gram has since become a laughint, stock because one cannot turn
a domestic into a secretary overnight without the necessary amount
of education and ability. If this project has turned Out 50
secretaries in the whole of Cuba, it has done well. This is
similar to Che Guevara's famous industxjialization program for
Cuba, which did not produce one single industry.
4. Claim that housing has been provided in great numbers
This is a complete fallacy. Just three or four housing projects
in Bavana and in Santiago have actually been built after the
first year of the Revolution. (One of the housing projects is
Ciudad Deportiva? where the Worker in the program appears to be
living.) This proves again that in order to make the program,
they"picked a needle out of a haystack".
Almost all construction workers in Cuba are unemployed. Only a
privileged few are picked out of the thousands of skilled masons,
carpenters, etc. to work in the military installations, which is
the only large scale construction being carried on.
D. Why Certain Communist"Failures" were shown in this program
In order to give the program an air of objectiveness, the following
negative aspects of Communism were shown:
1. Existence of a police state in Cuba
The existence of a police state in Cuba is not denied for the
same reasons that it is not denied in any Communist dominated
country.
2. The fact that there are 15,000 to 70,000 political prisoners in
Cuba (See "5" Page 12)
Even in this matter the phony exile decreases the number to
15,000 when actually figures have accurately been given which
come closer to the 100,000 mark.

3. Indoctrination of the youth (See"E" Page 12)
While emphasizing how the youth (becarios) are being indoctrinated
in Communism, the phony exile does not lose the opportunity to
claim that negroes of the interior, who had never been to Havana,
are now living in the mansions of the departed exiles.
4. Transformation of Churches intowarehouses, Marxism schools (See
Page 14)

There is no reason for Communists to hide the fact that religions
are opposed to the "Socialist" (Communist) cause.
SUGGESTION OF SOME SPECIFIC GOALS OF PROPOSED INVESTIGATION
As Are Mr. Robert Cohen and his associate, Mr. William Manshot, Communist
subversives? Obviously, Mt. Cohen dnd his associate did not attempt
to give any objective views which included the thoughts of the majority
of the people of Cuba. Who authorized his trip into Cuba? Was the
State Department aware of this and, if so, who gave approval? Why did
Mt. Cohen and his associate film such a "one sided film"? Was it for
economic gains or due to personal acquiescence with Communist objectives?
Was Mr. Cohen told beforehand what he should film and what he should not
film? Is it possible to carry out a loyalty check on all those involved
in the film and on ETV Board of Directors, Producers, and Executives?
B.. Is this film just an isolated film or a trial balloon attempting to
brainwash Americans and will there in the future be more "educational"
films of this sort presented on this network if this one was accepted
without generating sizeable protests?
C. What about the purported exile? Is he really living in the United
States? Is he teaching in a college or university? If he is, with
his type of thinking he is undoubtedly furthering the conspiracy that
will attempt to deliver this country to Communism. If this is the case,
he must be exposed, because if his name was not given, this was only
to protect him from the indignation of all his countrymen in exile
rather than from Castro, who some day, if he can, will decorate him
for his"feat".

D. What about Mr. Torg Hakerson, a member of the "Fair Play For Cuba Com-
mittee" to which the assassin of President Kennedy belonged?. Is he
the mastermind behind this subversive film? If not, who is responsi-
ble? Indeed, this was a very cleverly prepared film as is indicated
by Mt. Manrara of the "Truth About Cuba Committee". It is based on
"subliminal or hidden persuaders" type of advertisement by which ideas
are suggested to the viewer and listener by indirect, subtle and
insidious means, sometimes positively and sOmetimes negatively. These
hidden persuaders have their greatest impact through films such as
these because they combine both the visual and the audio senses.
6. WHO REQUESTS THE INVESTIGATION
This report is the result of a decision of all Cuban Exiles in the Hartford
area, through our association the "Committee Pro Cuba Liberation", which
was organized three years ago for the purpose of liberating our country
as well as informing the American people regarding all aspects of the Com-
munist subversive action. Our Committee comprises over 200 exile families
in Connecticut and holds annual elections for all offices of our Board of
Directors.
As proof of the profound indignation that this film has produced wherever
it has been shown, we enclose the signatures of a group of the lia:rtford
exiles who have attended our recent meetings and who presented the motion
that we denounce the program, as we are now doing, as a typical Communist
propaganda film prepared to confuse Americans on the real issues concern-
ing Cuba. (See Exhibit "C").
We are confident that this report will be thoroughly scrutinized and that
justice will be done regarding the investigation of all parties found
guilty of treasonable actions which would endanger the security of this
remaining citadel of freedom and democracy.

TO US BY THE REVOLUTIONARY GOVERNMENT WE PUT IN SO MANY THOUSAND HOURS EACH OF US
BUILDING THESE HOUSES. IN MY OWN CASE I PUT IN 3,370 EXTRA HOURS AND MY LEASE
STIPULATES THAT I WILL NOT BEGIN PAYING RENT UNTIL SCMETIME IN 1970.
THERE ARE SOME ADVANTAGES THAT I DIDNIT HAVE BEFORE, FOR INSTANCE, NOW I WORK SIX
