S. was in for a visit. He seemed 25X1A6a to be a fairly realistic fellow and was critical of the burdens which current accounting procedures impose on him. In addition to the accounting burden, since his accountings are sent back to Head- quarters for au t and certification. It is approximately six months before 25X1 A he hears anything from them, and in many cases he cannot remember the reasons for entertainment, etc., etc. Based upon this conversation, our correspondence fro and other thins I am convinced that we 25X1 A must do something about this burden on I have in mind one or all of the following: (a) transfer the certifying authority for _to the Area Divisions, (b) give the certifying officer the au or y o satisfy himself in whatever way he chooses on amounts up to $25 regardless of the documentation which accompanies the account, and (c) establish some- thing like a hich operates from Headquarters and actually goes to the ~~~and certifies the vouchers on the spot. Even if they get there once every three months it would be far faster service than is now provided under the current system. The advantage of all this would be that questions which are raised about a voucher could be talked over right on the spot with the person having the knowledge and in almost every instance could be settled without the present, vast amount of correspondence.
