I have no problem with the recornmendationns maede in referentt
memorandum except that I see no reason to substitute the Comptroller
STATINTL for the ExDir-Comptroller in HR Our opening or closing of
Stations and Bases are notproblems w ~.ich are essentially fiscal or
budgetary in nature. Such proposals involve operational judgments and
I believe should be handled directly by the DDO and the DCL Obviously
if a major budgetary problem is involved the Comptroller should and
would be consulted. He would also obviously be advised after the
