MEMORANDUM FOR: Acting Deputy Director (Administration)
SUBJECT: Proposal to Reorganize Nuclear Energy Division,
Office of Scientific Intelligence
1. The attached proposal (Annex A) has the concurrence of the
Assistant Director for Personnel (Annex B) and of the Budget Divi-
sion of the Comptroller's Office (Annex C).
2. The Office of Scientific Intelligence proposes to reor-
ganize the Nuclear Energy Division along functional rather than geo-
graphic and functional lines, as at present, and to transfer two
T /O slots and two ceiling slots from Applied Science Division to
Nuclear Energy Division. The T/O slots to be transferred are clas-
sified as: Intelligence Officer (Physical Science),, GS-0132-09,
T /O slot numbers E179 and E179.01. A functional organization for
Nuclear Energy Division would be consistent with the volume of
work handled and with the unilateral nature of its field of interest.
3. In his concurrence, the Assistant Director for Personnel
has proposed several classification changes in the proposed reor-
ganization,, and these have been approved by C$I. psi has indicated
the availability of funds to accommodate the re-classifications.
4. It is recommended that the OSI proposal, as modified by
the proposal of the Assistant Director for Personnel be approved.

SUBJECT : Requested Table of Organization Change for Nuclear
Energy Division, SI
1. It is requested that the T/O of NED/SI be changed in accordance
with the attached proposed organization as shown in TAB A.
2. This proposal establishes six branches in lieu of the present
four and increases the NED T/O from 27 to 29, the additional slots to be
transferred from Applied Science Division, SI. The upgrading of three
slots and the downgrading of one slot is also required.

This request is submitted for the following reasons:
a. The present organization is established on a subject matter
and geographic basis with each branch responsible for performing
all of the intelligence functions within its area. Hence, each
analyst has the functions of reviewing, evaluating and extracting
day-to-day intelligence reports, carrying out research on specified
problems and producing background studies for estimates. Administra-
tive support functions are split between the Office of the Chief
Z,regation of Raw Materials from the

Scientific and Industrial phases of the atomic energy program
makes the production of integrated atomic energy intelligence
more difficult. These elements must all be treated together
since there is a close interplay between them in determining
the over-all program.
The proposed organization is set up on a functional basis
and its branches are orgy ized to perform defined functions in the
over-all intelligence responsibility of the Division. These
functions are attached as TAB B.

b. An increase of two slots is required in order to handle
the increased worklcad of the Division resu.lting from the opera-
tional support of collection activitiewhich is being provided
and the addition of peripheral areas of information requiring
the handling of greater volumes of material.
This proposed organization does not affect the OSI T/O or
personnel ceiling.
