MEMORANDUM FOR: Deputy Director (Administration)

SUBJECT: Reorganization of Physics and Electronics Division,
Office of Scientific Intelligence
1. The attached memorandum from the Office of Scientific
Intelligence (Annex 1) has the concurrence of the Assistant Director
for Personnel (Annex 2) and of the Budget Division of the Comptroller's
office (Annex 3)-
2. OSI proposes to reorganize its Physics and Electronics Divi-
sion in order to centralize certain services of common divisional
concern, to give increased emphasis to appropriate functions, and to
provide for the performance of new functions which have been assigned
to the Division. It has also been proposed, consistent with Agency
policy, to reduce the table of organization of the Physics and Elec-
tronics Division to equal its ceiling as indicated in Annex 4+.
3. The proposed reorganization consists of the following:
a. Establishment of an Electronic Intercept Branch consisting
of four TbO slots. This is to be accomplished-by transfer of
two slots from Electronics Branch and one each from Physics
Branch and Communications Branch. The ELINT function is a new
function assigned to OSI by the Director as part of an Agency
program.
b. Creation of a Special Projects Branch consisting of
eleven T/0 slots. Two of such slots are to be transferred to
the Special Projects Branch from Communications Branch, one Fi o., Geophysics SiancA
as-efrom Physics Branch, three from the Office of the Chief, and
four from Electronics Branch. The Special Projects Branch is
to perform various centralized services for the entire division
including consolidation of divisional contributions to National
Intelligence Estimates and Surveys, maintenance of intelligence
reference files, and performance of intelligence research cutting
across branch responsibilities.
c. Creation of an Information Control Section in the Office
of the Chief. This is document control and registry work which
is now done on a part-time basis by various personnel of the
division. The creation of a section to perform this work on a
full-time basis is desirable because of greatly increased volume
of incoming and outgoing documents.

d. Merger of Com w ications Branch with Electronics Branch
to eliminate duplication in closely related intelligence re-
search and production fields.
e. The memorandum also requests approval to establish an
Electromagnetic Warfare Branch. This has been accomplished in
a 'prior memorandum signed by you on 24 February 1954.
4. Subsequent to the original OSI submittal, it was decided
by 0SI to equalize the T/0 and ceiling-of the Physics and Electronics
Division. This is to be accomplished by the deletion of ten positions,
as listed in Annex 4. The T/0 and ceiling of the division will now

5. The Assistant Director for Personnel has recommended, in
his concurrence (Annex 2), certain changes in the proposed grades.
OSI has concurred in these recommendations. Budget Division indicates
in its concurrence that no increase in ceiling or funds is required.
Both offices have concurred in the reduction of T/O to ceiling.
6. The Physics and Electronics Division T/0, incorporating the
grade recommendations of the Assistant Director for Personnel and
not including the ten slots which are to be cancelled, is attached
as Annex 5. It is recommended that this T/0 be approved.
