SDBJFCS: Projects Involving Transfer of Funds from CIA
to Outside Agencies
1. No outside agency will be approached by any individual employed
by CIA in connection with the dovelopeaent of a.xw oontesplated project in-
volving the possible transfer of tuada from ZIA to such outside agency
until the prior approval for such action has been obtained trot the
Director.
2. When the necessity for the initiation of a new project becomes
apparent, the office or staff head concerned will -
a. Explore the possibility of hmudling the project through IA
facilities without the assistance of any outside agency.
be If, in his opinion, the assistance of an outside agency will
be essential, the project will be submitted in writing to the Eno-
utive for Administration and Management with sufficient detail to
enable a reeovlation to be mad., either for final action or refer-
on" to the Projects Review Committee for preliminary review.
3. In those asses when it is determined by the Director that CIA
should provide financial support for assistanoe from an outside agency,
the head of the CIA activity which initiates the project will be informed
and authorized to develop the details in coandinstion with such outside
agency for resubmission in the same manner as indicated in paragraph 2b
