The Central Intelligence 'gency may engage individ-
uals by contracts,...
"(5) When the individual's primary employer or in-
terest is not the Central Intelligence Agency
and the services the Agency desires from him
are supplementary to his prima.ry^ Interest or
vocaat ion. t'

The utilization of individtals by contract will he
subject to the following restrictions
).....'Amiiarly, staff personnel will not be traans-
ferred to a Contract status except under extra-
ordinary circumstances, and then only when ap-
proved by the Operating Official concerned."
2.a. (Contract rvployees)s
"a. ....They will work under controlled and supervised
conditions and be compensated on a salary basis.
While not Staff 3mployees of the Agency they have
an employee relationship to the United States Govern-
ment and will receive rights, benefits and privileges
in accordance with their citizenship status...."
4. The transfer proposed in Paragraph 2 above is feasible and
advantageous. T/O and ceiling positions will be saved. More flexi-
bility and latitude in control of work performance will be secured.
Contribution to overhead saving will be obtained. permits
the shift-over. Pressure on Agency calling warrants this action.
T/O and ceiling.
This sumwiary includes the above proposed transfer, together with three
others recently receded for approvals
