MEMORANDUM FOR: Deputy Director for Support
THROUGH : Assistant Deputy Director for Plans
SUBJECT : DDS Support for Technical Services Division
REFERENCE DDS Memorandum No. 64-0778, Dated
7 February 1964
1. I read your note of 7 February with great interest and some
perplexity. I am gratified with your offer to cooperate in every way
to help me accomplish my objectives. I also have taken note of your
suggestion that I might wish to consider eliminating the MKULTRA
Project.
2. Since your point of departure seems to be our recent col-
lective experience with the termination of TSD's contractual relation-
ships with Panoramic Research, Inc. , I would like to review the
chronology of this matter for your information. The TSD determin-
ation to discontinue its business relationships with Panoramic came
about in the following manner: In September 1962, six weeks after
I had come on board with TSD, I reviewed our relations with Panor-
amic and decided that the current mission of TSD would not call
for the type of relationship with Panoramic which we had had in the25X1A
past. I determined also that if two other conditions could be met I
would continue to do business with Panoramic
These two factors were:
a. That the individuals in Panoramic represented
personal skills and expertise desired by TSD; and
Both of these factors seemed to be resolved affirmatively by late
1962, based on our evaluation of the individuals connected with

No MKULTRA funds were used for the
three contracts with Panoramic. The Special Procurement Sec-
tion of the Office of Logistics handled these contractual arrange-
ments. In 1963, the audit of Panoramic was conducted which
revealed that after a year of contractual relationship with TSD,
they were unable to procure additional external business o
3. In that connection, I determined many months ago that
the use of unconventional machinery such as MKULTRA should
be reviewed and that the purposes and scope of authority should
be restated for the DCI's approval. As the Inspector General
is aware, I intend to reformulate a request for such authority
as soon as a policy matter which has been presented to the DCI
is resolved. The resolution of this matter is a necessary pre-
re uisite to that refor ulation. Your representative in TSD,
is not only fully aware of this problem,
but is being briefed on every MKULTRA activity in TSD and
will be the responsible administrative officer on the new project.
4. I would like to take this opportunity to call a few TSD
support problems to your attention. After I came on board with
TSD, I soon realized that the quality and style of support
furnished to TSD from within its own structure, and outside,

needed improvement. My first step in this direction was to seek
the replacement of the Chief, Support Staff, who had been with
TSD for more than seven years. I am sure you are aware of the
substance of that action. I was gratified to receive a replacement
of high caliber, namely, The next item
which I thought needed improvement immediately was the assign-
ment of two Logistics Contract Negotiators to TSD. Mrmemoran-
durn to you, dated 5 Feb. 1964, should indicate quite clearly that
this matter is still unresolved. The recently concluded I. G.
Report of TSD notedW several areas where TSD should and could
improve its performance. I requested, as a result of the audit
of Panoramic, that the Audit Staff perform a detailed audit of all
activities including MKULTRA to assure that total compliance
with Agency regulations is being conformed to in this Division.
Several of these require strong and thoughtful assistance from
elements of the DDS. You will shortlv be receiving a series of
memoranda soliciting your cooperation in each of these problem
areas.
5. The I. G. Report noted that one of the basic problems of
TSD was its inadequate space situation, fragmentation of units
and distance from Langley. All my attempts to rectify this situ-
ation have come to nought. I am fully aware that your hands are
tied and that the problem of space transcends TSD's needs. How-

ever, any assistance on your part to rectify,_or better our space
problem would be appreciated. Also, continued efforts to improve
theaalityrrof DDS,personnel,assigned to TSD will be appreciated.

6. I do not wish this memorandum to appear to be a listing
of complaints or grievances. I merely wish to emphasize the
point that the least of my troubles stem from MKULTRA or
Panoramic. My greatest problems in the support area are spaceL
qualitative DDS peo le in TSD, a better,e ton.,ship with Logistics/
Contracts, more expeditious handling of our contracts, and a
greater understand ng riot%sympathy,W by the DDS of the -eculiar
requirementsupon, and services offered by, TSD to the DDP.

TSD will continue to try to explain its problems in the context in
which we cope with them and to seek your collaboration in helping
us solve them. I am convinced that once we have given you a
clear picture of our problems, you can and will support us effi-
ciently and expeditiously. As for the current status of the termin-
ation of our relationship with Panoramic, I am most gratified with
the efforts of the Office of Logistics in their handling of this
problem for us.
7. Mr. is fully cognizant of all items
mentioned in this memorandum, as well as all the other support
problems we have in TSD. Both he and I are available, at your
convenience, to amplify further any aspects of TSD requirements
for DDS support.
