SUBJECT: Termination of the NIS Program

The Director called me at 1500 hours today to tell
me that General Scowcroft had given him the go-ahead to
send out the termination notice concerning the NIS Program
as requested in Mr. Colby's memorandum of 11 September
1973. The Director also said that General Scowcroft agreed
to deferral of changes in NSCID No. 3 pending Mr. Colby's
general review of the NSCIDs. 25X1A9a
