OTR STAFF MEETING -- 23 June 1966 (chaired by DDTR)
1. Quality Step Increase - was presented a

2. DDS Staff Meeting
a. Programmed Learning. made a presentation on his 25X1A
recent visit to?the University of Michigan where he attended a workshop
on programmed learning.
b. Critical Path Method, described use of PERT and
CPM (Critical Path Method) in planning construction of the new Printing
Services Building.
c. Appointment of new DCI, Mention was made of this at both
staff meetings. It is expected that Helms will be confirmed by the
Senate next week, No one knows who the DDCI will be.
d. Recruitment. We apparently are in good shape in CT and clerical
recruitment.
e. Personnel Requirements. We will be getting a paper from the
D/Pers on this. Requirements for personnel have been established for
each component, and all activities are to be planned on the basis of these
figures. If there is to be any change, the BOB must concur.
f. Preparation of Correspondence. Correspondence prepared for
the DDCI, DCI level must be correct in substance and form.
g. Potential Flaps. Reminder of need for early warning on potential
flaps.
3. DDP Staff Meeting
a. Visit Special Warfare Center/Ft. Bragg, Admiral Raborn
will visit Fort Bragg 28 June. He is taking 12-15 Agency officers with
him,
b. NIS Seminar. FitzGerald has received several negative reactions
to this Seminar and thinks this course is of questionable value to CS officers.

recommendations about our participation in the NIS.

c. 303 Committee. Committee criticized for constantly postponing
matters that ought to be discussed. -would like to make a practice
of inviting case officers to the Committee meetings.
4. DDTR Absence. DDTR is leaving Friday morning for one month
of external training in PPB, to sit in for him.
5. Two-Year CT Program. This was disapproved by Colonel White.
We are seeking clarification from D/PPB.
6. External Training. Registrar would like from each School and Staff
an estimate of external training requirements for FY 1968.
7. Criteria for Clerical Promotions. These have been discussed by
Clerical Promotion Panel and a draft OTR notice will be recirculated
to all Schools and Staffs.
