SUBJECT: Requests for Agency Officials as Guest Speakers
Early this year the OTR's curriculum Council recommended and the
DTR approved the centralization of all OTR guest speaker activity and the
assignment of a senior officer to a newly created position of Guest Speaker
Coordinator. Guidelines for the new position were provided by the Council
and a system was implemented for the use, reporting, and coordination of
guest speakers, both Agency and external, in OTR conducted courses and
programs.
In implementing the responsibilities of the OTR Guest Speaker Coordinator,
questions and problems of Agency personnel speaking to other government
and non-government groups and the DTR's responsibilities under 25X1A
came to the forefront. A study was initiated to determine the nature and
magnitude of the Agency's efforts in providing guest speakers for presentations
at facilities operated by other government agencies and to non-government
groups. Results of the still incomplete study reveal that:
(1) Presently, the Agency has no central point for reporting or
keeping records on this matter. Therefore, the Agency does
not have comprehensive information on the size of its efforts
to provide guest speakers to outside organizations. It does
not have complete knowledge of who is going where to speak
on what subject. None of the Directorates have a complete

(2) Agency guest speakers gave over 600 presentations to
outside organizations during FY '71. We will not be
able to establish the exact total because of the situation
described in (1) above, but we estimate that the total
would not be over 700 presentations.
(3) A very large proportion of the Agency's guest speaker
effort is in support of training facilities operated by
members of the Intelligence Community. Within the
Community, the largest effort is in support of the
Defense Intelligence School, where during FY '7 1
Agency personnel gave over 200 presentations. Nine-
teen government training facilities have been identified
where Agency personnel gave presentations in FY '71.
(4) There has been only limited. compliance with the provisions

There has been at least one recent instance when an_

Col. W.: Rea request fo to go to F EI tomorrow to
participate in a seminar on international affairs. He just says he has
been invitied to do this. Supposed to describe the ways in which CIA
supports the National Security Council riiachinery. He would be fine
to talk about national estimates but it is only a part and really not too
big a part. Thought it might be better to send someone else. Do you
know how he was invitXed?
DDTR called Col. White on 22 June 1971
DDTR: - was invited directly by letter. He was a graduate of FEI.
-mentioned it to DTR on 14 June and it was in fact a fate accomplie
since the guy had the letter asking him to come down. This whole problem
is a can of worms. What we are going to have to do is to get letters to
these places saying if you are going to invite anyone let us have a copy.
Col. W: Think we should say write to the DTR if you wa n t somebody.
We want to send out speakers that are qualified.
DDTR: We have a central coordinator for all guest speakers, we are trying
to make progress.
Col. W: Think would be a good idea to draft up a letter to all these people
and say if you want a speaker this is what you do and why we want them to
do it this way, but if they have a particular person in mind might suggest.
Maybe we ought to put out a notice of some kind within the Agency.

DDTR advised ADDS of the above on 22 June 1971. ADDS said that we
ought to write to the people that call on us and ought to have an internal
directive that says no speaker w? can go on his own. We might go back
for a while and ask who has spoken on what or ask the Deputies to make
a list of 2 or 3 people who are qualified.
