1. This memorandum is in response to the above referenced requirement
calling for a detailed photo analysis of the North Vietnamese Port of Quang
Kha, using comparative photographic coverage.
2. The Port of Quang Kha is located approximately 55 miles north of the
17th Parallel at 17 43N - 106 32E (See CIA/PID/IB-P-410/64). It is a small
port with limited facilities. A "T" head pier, (Annotation #7 - CIA/PID/IB-
P-1+11/64) probably of wood and concrete construction, is the extent of berthage
for the city. The head of the pier measures approximately 100' x 25' and
extends 265' into the water. A warehouse area (Annotation #8), which was under
25X1D construction in and is still incomplete Annotation , CIA/PID/IB-
25X1D P-412/64). These warehouses. were observed again in No appreci-
able advance in construction had occurred during this interval .25X1D
Vessels requiring a depth of more than M feet cannot use this port because
the high water over the bar at the harbor entrance has a maximum depth of

3. A patrol boat base which was under construction in 25X1D
(CIA/PID/IB-P-411 64) is now completed and is operational. This base is
situated on the north bank of the Song Giang River, directly opposite the
port facilities. It's facilities include 11 storage/barracks type buildings,
a large "T" head pier, a repair facility equipd with marine railway and
a ship traverser with two ship cradles. The head of the "T" shaped pier
measures approximately 250' x 25' and extends 350' into the water. At the
date of the latest coverage (CIA/PID/IB-P-412/64) there were eight "Swatow"
class patrol boats berthed at this base.

4-. The port is cleared by National Route I, which skirts the western
edge of the city. Route I is a two-lane, graded, improved road. The ferry
crossing, which was originally in the port area, has been moved up-stream.
There are no roads clearing the port which proceed toward the Laotian
border.
