1. In response to Reference A, an analysis of all available photo
coverage was made to determine construction activity at the Cheng-Chou
Research/Educational Institute. Photography available during the mid

2. Analysis of the photography reveals that as of there

Photography of covered the subject area but the site was
cloud covered. The next available clear coverage was
The installation was apparently completed at this time as- no further con-
struction activity was observed.
