on Agency Civil Service Retirement Policy prepared by 25X1A9a
with ORD Panel. He told the Panel that he would discuss this memorandum
with Mr. Chapman and fill him in on the details. He would also ask
Mr. Chapman if this is the kind of presentation he wants to take up
with the DD/S&T Board, or would he want the problem presented. to the 25X1A9a

he would arrange a meeting with D/ORD, DD/ORD, and
members of his committee which include Messrs. to
further discuss the matter. also fe t t at if ORD/CSP is
challenged on this matter, they will be able to produce the necessary
background material. He also told the ORD Panel that the DDI is also
concerned about this problem as well and if two Directors became
involved in the matter, it might help ORD's argument.
25X1A9a 6. stated that the Agency policy on Civil Service
Retirement can be changed only after approval by the Civil Service
Commission, and if the law cannot allow the CSC to do this, the Agency
will have to go the Congressional route.

7. There were no ORD nominees for the Executive Seminars at
Kings Point and Berkeley during 1970 - 71.

8. moved that the ORD/CSP recommend
P-C/ORD, as a nominee for a Fellowship in Congressional Operations, for
the period from mid-November, 1970 to September 1971. seconded
the motion. Five members voted in favor of the recommen ation; one
member opposed the recommendation; -there were two abstentions. Motion
passed.
