Surgeon SUBJECT: "Establishment of a Consultant Program 1. The Medical Division is desirous of establish.- in- P. Consultant Program, 2. The purpose of the program is to provide dial;- nostic assistance in those cases normally recuiring spe- cialist procedures, It is intended that the greater portion of such services will be utilized in processing overseas assign- ents. In occasional rare instances the services will. be utilized for s*,ssignment in the Washington area. 4. It is believed that the program should be paid from unvouchered funds, 5. Expenditures of monies should be based on two forms of contracts. The first contract form would provide payment on an itemized service fee basis similar to the consul- ,tant fee system as established by the Veterans Adminis- tration. The second form would provide payment on the usual $35 to $50 a day fee basis. The majority of the consultants will be employed according to the latter form of contract. 5. The Medical Division anticipates employing ap- proxima,tely six consultants. On this basis it is believed that the budjet should provide for a working amount of $5,000 to be increased or decreased as future requirements indicate. ,7 JO?N R. TIEETJEN, M.
