SUBJECT: CFI/OMB Budget Hearings
1. Hearings on our 1978 budget begin on 28 September 1976. This
year, for the first time, these will be joint hearings with the
CFI/IC Staff and OMB. Areas of interest to the examiners have been
identified and a copy of the list is attached along with a copy of
the schedule as of 22 September 1976.
2. Hearings will be held in Room 4E05 Headquarters Building.
Morning sessions will begin at 9:30 a.m., and afternoon sessions will
begin at 2:00 p.m. Representatives from the IC Staff, OMB, and the
Office of the Comptroller will be present. We are asking that you
limit attendance to those who are expected to make a substantive
contribution. Insofar as possible, there should be a principal
spokesman to make the component presentation and respond to questions
in your behalf. He may, of course, choose to have particular subjects
or questions addressed by others more intimately familiar with the
details, but in the interest of enhancing the effectiveness of the
hearings, presentations and responses should be brief and to the
point; participants should be encouraged to avoid offering gratuitous
observations and extraneous information.
3. We will be receiving from CFI/OMB questions which components
will be asked to address orally during the hearings. We will make
these available to you as soon as we have them. We expect to receive
separately, questions calling for written responses from components
not scheduled for hearings and these will be furnished to you as
soon as we have them. Our present understanding is that components
scheduled for hearings will not be asked to respond in writing to
any questions.
4. If you plan to use handouts during the hearings, please be
sure that copies are available to this office. If the examiners ask
for copies of any of the materials used during the hearings, please
refer the request to the representative of the Comptroller's Office
