Then attended with Mr Dlles, the meeting of the Steering Groups Dulles had to leave after approximately a half an hour and I remained for nearly two hours more While all:ports of sniping and nit-picking went on with respect to DCI 'a proposal,. At the end of the meeting, it was agreed that I should attempt to obtain clarification to some doubtful points from DCI and have a draft if recommended action for Senior Staff to consider placing before the Council when it meets-on Wednesday. Upon return, took a hand at this and 'checked with Mrs Dulles, and did it once more. DCI characterized the Joint Chiefs' memo as and got some degree of agreement 44 to this from Foster. The action taken ap- proved the recommendatione Of the Senior Staff but did not include alaY action on the Director's Urger project. The President apparently con- cluded the discuselon with the suggestion that JOCI will see if he can work things out with the JCS.
