OPENING REMARKS
THIS IS THE LAST IN A SERIES OF MEETINGS TO REVIEW THE PROGRAM MANAGER'S
FY 1978-82 PROGRAM PLANS.
OUR SESSION TODAY WILL BE DEVOTED TO THE FOREIGN INTELLIGENCE PIECE
OF THE FEDERAL BUREAU OF INVESTIGATION; THE ENERGY RESEARCH AND
DEVELOPMENT ADMINISTRATION PROGRAMS; AND THE WHOLE PROGRAM OF
THE CENTRAL INTELLIGENCE AGENCY.
DURING THE FBI PRESENTATION WE WILL DISCUSS THE INTELLIGENCE ACTIVITIES
THAT ARE UNDER THE PURVIEW OF CFI.
DURING THE ERDA PRESENTATION, TWO ISSUES WILL BE ADDRESSED:

INTRODUCTION
This book provides an overview of the FY 1978-1982 Central Intelligence
Agency Program (CLAP) as it will be briefed to the CFI on 16 July 1976. The
book includes CIA funding trends in relation to the other NFIP programs,
discusses the major funding and policy issues which will be placed before
the CFI for consideration, and includes issue papers on the four major issues
that will be presented by the Program Manager. It is designed to supplement,
not replace, the more detailed and descriptive Program Manager's Recommended
Program.
The purpose of this CFI meeting is to review the FY 1978-1982 CLAP.
The Program Manager will present a report on the program. He will review
the major problem areas in the program as he sees them, provide his views
on the major issues, and present his recommendations. The CFI will provide
guidance and direction relative to the program to the CFI Staff for inclusion
in the overall NFIP.

CENTRAL INTELLIGENCE AGENCY
OVERVIEW
BACKGROUND
The Central Intelligence Agency has responsibility to produce and
disseminate foreign intelligence relating to national security, includ-
ing: foreign political, economic, scientific, technical, military,
sociological, and geographic intelligence. It serves the needs of the
President, the National Security Council, and other elements of the U.S.
Government. In discharging its responsibilities the Agency develops and
conducts collection programs for information, not otherwise available.
In addition, the Agency collects and produces intelligence on foreign
aspects of international terrorism and narcotics traffic; conducts
foreign counterintelligence activities outside the United States and, as
appropriate, coordinates with the FBI; carries out such other special
activities in support of national foreign policy, as the President or
National Security Council may properly direct; conducts services of
common concern for the Intelligence Community; and conducts or contracts
for related R&D and systems procurement.

During the period 1979-82 the gradual increase in the proportion of
resources devoted to processing and exploitation of intelligence informa-
tion and the production of finished intelligence probably will continue.
No position increases are projected. In fact, current projections
represent a leveling in a decline which has seen personnel reduced
by over 20 percent since 1969. Projected dollar increases are relatively
modest; 12 percent per year independent
of overseas inflation, General Services Administration charges, or
allowable increases for personal services. In expectation of level
personnel ceilings, the Agency is anticipating increased outlays. for
equipment that will enhance employee capability and increase productivity.
Major outlays planned for the next five years include procurement of -
technical and communications gear for the Clandestine Services, development
and procurement of technical collection equipment, development and procure-
ment of additional significant computer system capability, and upgrading
of the worldwide communications network.
