(U/AIUO) Retirement Activity: The figures shown below depict the total retirement activity for the period 1 January through 30 June 1978. The figures in the clear show totals. The figures in parenthesis represent persons who have opted for options of discontinued service or "involuntary" retire- ment; the figures in parenthesis are included in the total figure. Thus, of 74 persons to go by 30 June, 14 are going under the "liberal" options. (U/AIUO) Outplacement Assistance: To date, 77 of the employees on the Operations Directorate reduction list have asked our Retirement Counseling Employee Assistance Branch for employment assistance of various types, including survey of job market, counseling, and just talk about general procedures, etc. Not all wanted assistance on preparation of resumes. (U) Trip to Puerto Rico - Hispanic Recruitment: A successful trip to Puerto Rico was repo-'rte Mr Jacc- . 25X1A Deputy Chief, Recruitment Division. He and Mr. 25X1A Recruitment Office inter- viewe en ineers for three full days. Accompanying them was 25X1A Associate Coordinator for the Student Trainee Program, who also interviewed prospective student trainees. 25X1A 4. (U/AIUO) New Clerical EOD's: The Clerical Staffing Branch had a total 0-33 EOD's For the month of January 1978. Of this number, four were Black and five were former employees. 5. (U/AIUO) Reserve Meeting Cancelled: The Agency Reserve Meeting forte Fe ruary 1.978 was cancelled due to bad weather. There will be a makeup meeting at the end of the year. 6 (U/AIUO) Regulations: A proposed revision of , Control and Loan o OPFs, was sent to Regulations Control Branch for publication. 7. (U) Legislation: We reviewed and prepared comments on revision (2/6/78 version) of Title I and III (former IV) of Charter Legislation. Because of short deadlines, comments were telephoned to DDA/IA. (Memo for the Record attached at Tab A.) 8. (U/AIUO) Educational Aid Fund: One hundred and sixty- two (162) Educational Aid Fund a .pp iclicl ations have been distributed to date. One hundred and twenty-seven (127) of these applicants are applying for the first time. 9. (U) Blood Donor Day: Blood Donor Day was held on Tuesday with 1 1ng donated as compared to 182 in February 1977. This was considered good in light of the weather conditions that day. 10. (U) Ash Wednesday Services: Favorable comments were received on this year's Ash Wednesday Catholic Service because the priest brought two altar boy's with him from St. Anthony's Catholic School to assist him. Approximately 340 employees attended the Catholic Service compared to 260 last year, and 64 attended the Protestant Service compared to 60 last year. 11. (U) Suggestion Box: No suggestions were received this week. The total number of suggestions received since the program began on 15 June 1977 is 45. (2), ago 14 - Refers to termination authority of the DCI ''in the interests otThe national security of the United States" and requires the DCI to report to the Select Committees any exercise of the CC's authority under this paragraph. Comment - This wording would limit DCI termination authority to "national security" grounds only. Recommend same wording as now reflected in Section 114(m), page 24, of revised Title I, "whenever the Director considers such termination necessary or advisable in the interests of the United States". Section 321(i)(3) - Authorizes transfer of current EP and SC -positions to the Agency but requires any new EP and SG positions be as authorized by law. Comment - This would require the DCI to go to Congress for any new EP or Sc positions before they could be established within CIA. Section 321(i)(4) - This section states that any separated or terminated Clll employee may seek or accept employment by the Government if declared eligible by the U.S. Civil Service Corn ission, etc. Comment - Should also include: authority for consideration for eJn to}~,~ nt'~iy other "excepted" agencies not subject to U.S. Civil. Apparently the drafters of the legislation propose to keep the two as separate entities, though for what reason, no one knows. The authorities of the Director are obviously those of the Agency and vice versa.
