SUBJECT: Office of Personnel Report --
Week Ending 25 April 1979 (U)
based recruiter, reports that he and of 25X1A
the Directorate of Operations had lunch with three key
University of California faculty contacts in Los Angeles
on 23 April 1979. He reports that this was extremely
productive from the standpoint of reinforcing continuing
relations with two of the professors and gaining access to
new productive sources with excellent access to the type
of young people we are looking for as career officers with
the Directorate of Operations. (U/AIUO)
2. VIP Income Fund Interest Rate for 1978: The
interest rate guaran-teed by the Connecticut General Life
Insurance Company for calendar year 1978 was 8.25%. We have
just received the figures relating to the actual experience
for 1978 and are pleased to report that the net interest rate
paid for the year was 8.75%. As announced previously, the
guaranteed interest rate for 1979 is 8.60%; and based on the
actual experience for 1978 and prior years, we would again
expect that the actual rate paid in 1979 will exceed the
8.60% guaranteed. (U/AIUO)
25X1A 3. DCI Letters to Retirees: On 20 April 1979,
Chief, Insurance Branch, reported that he had
attended a meeting at which a rehired annuitant was present.
In the course of conversation, the annuitant made the obser-
vation that he had recently received a retirement letter signed
by the DCI. The annuitant expressed pleasant surprise at the
personal background which was included in the letter. He
stated that in comparing notes with other recent annuitants he
found this to be a common experience and that they were univer-
sally quite favorably impressed by the obvious effort that had
gone into the preparation of the letters. (U/AIUO)

4. Hire the Handicapped: The Chief, Professional
Placement Branch attended meeting of the Interagency
Advisory Group Subcommittee on Selective Placement at the
Office of Personnel Management on 23 April 1979. This group
consists of the Handicapped Coordinators from all Federal
Agencies. Most of the meeting was devoted to a discussion
of Executive Order 12125 which provides for the granting of
competitive status to Handicapped Employees, and to a review
of the Office of Personnel Management (OPM) procedures for
implementing the order. The new role of the Subcommittee, and
of the Office of Selective Placement Programs in OPM, was also
discussed in view of the emergence of the Equal Employment
Opportunity Commission. The Office of Personnel Management
will be providing technical advice, recruitment sources, data
systems assistance, evaluation guides, etc., in the handicapped

6. Savings Bonds Campaign: The United States Savings
Bonds Campaign Mid-Report results are as follows:
Number of new sign-ups since 1 April 1979: 61
Number of purchasers who have increased
allotments since 1 April 1979 31
Last year's results for the same time frame were 70 new sign-
ups and 29 increased allotments. (U)
7. Combined Federal Campaign: Two representatives from
the Personal Affairs Branch attended a Combined Federal
Campaign Critique Session on 19 April 1979. Mr. William
Schaeffler, Director of the Combined Federal Campaign for the
National Capital Area, conducted the session. Past Campaign
accomplishments were highlighted and emphasis was placed on
strategies to be used during the 1980 Campaign. Discussions
focused primarily on the problems with designation contribu-
tions and payroll deductions. (U)

week. The total number of suggestions received since the
