Lenin 5nd 3tehn --&!i zed the possibilities of air power and so, during
t: he ett ty ' ay= c" t e- Tt?I zbLt c , they erg ii zed the Council for Labor and De-
fense 'SrO) a,'vi Assigned tr, it, the Task of planning the restoration and develop-
ment of the aaia*ion industry.
The early days ware hectic indeed. New factories had to be built,
machinery had to be supplied to equip the factories, but above all there was
the need for a large army of trained operating personnel. Zhukovskiy almost
einglehanded managed to fill the latter need by organizing the Moscow Aviation
Lecture Institite, and late in 1919 graduated his first class of qualified
aircraft workers. In the spring of 1922 the Academy of the Air Fleet wag
organized end was tamed in honor of the man most responsible for today's Soviet
prominence in the field of aviation, N. Ye. Zhukovekiy.
With cessatio_ of civil war, the aviation industry went into high gear,
The Academy of the Air Fleet vas ready to graduate its first class of Soviet
aviation engineers, corstruation work on the new laboratory for TsAGI (Central
Aero flydrodynaslo Institute) was almost completed, and the C struction Bureau
under the guidarce of Grigorovich and Follkarpov, and another under the leader-
ship of Tupolev, were developing new and original plane designs.
In 1922 a flying fad gripped the peoples of the Soviet Union. The light
plane industry ussde great strides. Such designers as I1'yuahin, Yakoylev,
BOlkhoviti. cr, Ant n;r. , Cribo kiy gat, their start at this tide, later on they
were to wake important contributions to military aviation.
Many different types of prates were built from 1925 to 1930. Photographs
show the 1?-5 fighter, developed by Grigorovich and Polikarpov, the TB-3 bomber,
developed by Tupolev and which served as the model for the US Boeing bomber,
the P0-2 (originally classed the U-2) trainer, developed by Polikarrtov in 1927
and still being utilized. fot reproduced)
Since 1930 aviation has cone a long way. The First live-Year Plan called
for an expended aircraft production program both for commercial as well as
military requiremnts. The teehnioian who designed a plane was sere that it
would fly, as every detail of the design was checked Znd double-checked to insure
perfect operation.
Nsny events intervened between the period from the sad of the First Five-
Year Plan to the beginning of World War II. Politarrpoy designed the I-16 fighter,
which had incorporated into its conetruatioe many radical rsv testuret. Tapolee
and Arhhaafel'sk developed the SB bomber. These two planes ...e followed by
MAY more: the TeAGI-25, a plane with wing tank, and a potential raaius of
15,x'9 kilometers; the I-1Ry fighter developed by Pollkerpov; the Ig-3f madiua
bomber developed by I1'yushin and the aerial giant the "Makaim G:.r'kif developed
by Petlyakcv.
Stalin had remarkable insight into ar'atlon requirements, and even l(aJ
flan Stef"ura'aiy, Air Force, remarked that, but for the foresight of @talin,
the Tel-1 fighter would never have been developed. It was StAlin who urged
that greater em asis be placed on production of military aircraft the eat
that hostilitt.ee began In Western flurope. As a result, Soviet air power was
greatly strengthened by designs submitted by Mikuyan, Gurevioh, Isvochl:was,
Gorbunov, Gudk,n, Yakovlev. FG:tlynecov, and Il'Tishin when the Fascists invaded
the Scriet homeland. (Photographs of the *LIG-3 fighter, IAGG-3 fighter, Tel-1
fighter and the I1-2 pursuit.,nd ground troops support piano. fot reproduced.
At present, the Soviet Aircraft Industry is being guided by Tsiolkovekiy's
words, "After the era of the propeller driven plane will came the era of the
jet-powered place." Chspl=in, as earl, as 1902, stated the basic theories of
het propulsion and his work has been furthered by able m.n like Ehristianovich,
Seldysht raknasov and others.
