? 1. Attached proposed letter to the Bureau of the Budget
is in response to that Agency's request for comment on the
Final Report of the President's Communications Policy Board.
The major recommendation in the report is the establishment
of a President's Telecommunications Advisory Board as essential
to provide forceful direction in the field of telecommunications
policy.
2. The proposed letter contains general comments on
this major recommendation of the Board with respect to the
requirement for the establishment of a top-level Telecommunica-
tions Policy Board, its functions, composition and status
within the exeoutive framework of the Government.
3. The President's Communications Policy Board was
aotive for 15 months, finishing its work on 17 February 1951.
During that period representatives of the CIA worked with the
Board staff in the formulation of the final report now being

I wish to ackmowledge receipt of the report of the President's
Communications Policy Board and submit Ng comments as you have re-
quested.
The need for a top4evel tolecommunioatlems agency, with powere
as roommended, is clearly indicated if the four major problems
presented by the Board are to be resolved. The proposed solution
is ocnisistent with mymelormadun to the Executive Secretary, Nation-
al Security Council of 25 January 1951, relative to the Soviet
preparation for electromagnetic warfare.
The functions of the proposed Telecommunications Advisory
Board appear adequate as outlined and, properly implemented, should
result in a distinct improvement to the national teleconmunications
structure.
The location of the proposed board within the Executive Office
of the President is both logical and desirable in order that the
board may have the stature and dimity which is essential to the
accomplishment of its objeetives.
The relationship of the proposed board with other telecommuni-
cations agencies as expressed in the i'resident'a Communications
Volley Board report appears to be both logical and sound.
It is believed that the oorTositien of the board as proposed

complishment of the board's mission in the broad field of telecom,.
