SUBJECT : Allocation of Funds for DD/P Medical Materiel
REFERENCE : Staff Study on Financing the Procurement of, and.
Accounting for, Operational Materiel, dated 8 October
1952, to Deputy Director (Administration) from Chair-
man, Steering Committee
1. In the past, the Medical office has been procuring medical
materiel in advance of needs by means of a Revolving Stockpile Fund,
authorized by the Director.
2. With the establishment of the reference procedure, it appears
that the Medical Office Revolving Stockpile Fund will no longer be
necessary, provided that funds budgeted by DD/P for medical materiel
can be alloted to the Logistics Office in a special account under the
technical supervision of the Medical Office.
3. The establishment of such a procedure will bring medical
materiel procurement more closely in line with overall Agency procedure
without sacrificing the flexibility demanded by constantly changing
requirements, prolonged lead-time, and delays due to lack of availa-
bility of certain medical items.
4+. Accordingly, the Medical Office recommends:
a. that a consolidated allotment account procedure be
established in the Logistics Office for funds budgeted by DD/P
for the procurement of medical materiel;
b. that the Logistics Office administer this account with
the technical supervision and co-authorization of the Medical
Office;
c. that establishment of this separate account procedure be
effective 1 July 1953.
