This paper restated the estimates of total cost of our proposed wet= on the basis of the Latest available infor- martian for the Foreign Service and Civil Service systems. In addition, it provided an estimate of the lifetime annuity which would be paid to a 36-14 employee involuntarily separated at the as of 44. The Committee staff has advised us that the total cost of a $4,- of-pay annuity to a 20-year military retiree is substantially higher than a 75-or-pay annuity to a 30-3re1.r military retiree. This experience did not hold true in our estimates Which used mortality rates for civil service retirees.
