The minutes of the 17th meeting of 4 February 1)52 were approved as distributed. 2. The question of legislative exemption for CI;, from the provisions of P. L. 873 ?Performance Rating Act of 1250? was reopened in view of the realization that 7ection 4 of the 'Act might open the door o inspection and supervision by the Civil Service Conmission of a number of evaluating and screening pro-rams tle=t, had long been carriej on by Ci. These programs were: a. intieately involved in operations, the security of which had to be protected, or b. concerned with the establishment of and selection for the Development Progran of the Career Service, or c. concerned with the te7tinel a personnel. it and evaluating Mr. Hedden expressed the view that whatever administret:ve exemption might be granted, could, even without a change of Commissioner, be revoked. He, therefore, strongly recoenended that CI A not rely on suoh adeinistr-tive exemption but seek to acquire from the Congress legislative exemption. The Committee was in full agreement eith this point of view. Accordingly, the Coneittee decided to reconmend to the General Counsel that disoussio, be held between appropriate officials of CIA and two embers of the Civil Service Commission, Mr. Raespeck and Madan Perkins, covering the security require- ments of Ci'. CIA should attempt to enlist the support and bnckine of the Conmission fer tAie legislative exemption from the provisions of P. L. 373 thet CiA will a:ain request o_ the Congress through the Bureau of the Budget. 3. The Committee accepted. the "Report of the Workine Group on Extension Training? dated 31 January 1952 and directed that the 7A)rkine Group be dis- charged from :i7urther responsibility with appropriate expreesion of appreciation of its activities. Since there were no specific recoeeendetions centeined in the report, it was directed that the report be filed for future reference and background on this subject. The Committee considered and approved the spec a]. recommendation of the Working Group on Rotation respecting the need fore and the number of Rotation Loan Slots. The recommendation constituted Annex A to the 'Report of the Working Group on Rotation". 5. Since other papers distributed with the agenda for the meeting did not require action at this time, they were tabled by the Committee for further consideration. 6. It was agreed that the next meeting would be held an lienday, 13 February 1952, at 4:00 P.M. in Room 1151 North Building. 7. The Aeeting adjourned at 5:10 P.U.
