MEMORANDUM FOR: Executive Secretary, CIA Career Service Board
SUBJECT: Request for Review of Professional Selection Panel's
REFERENCE: Memorandum for Deputy Directors, etc., from Chairman,
CIA Career Service Board; Subject: Action to be
Taken on the Professional Selection Panel Recommenda-
tions, dated 29 April 1953
1. In accordance with the provisions of referenced memorandum,
I re guest that the CIA Career Service Board review the cases of
1 1, both of which received an
adverse recommendation for employment by TSS.
2. The technical qualifications of both individuals were thor-
oughly reviewed by the responsible officers within TSS before a
recommendation for employment was made. The field of technically
trained individuals today is an extremely competitive one from the
hiring point of view, and it is, therefore, a difficult undertaking
to recruit such individuals for government employment. Inasmuch as
we have located these individuals and they have signified a desire to
accept employment with this Agency, we feel an appeal to the Profes-
sional Selection Panel's recommendation is in order.
3. Inasmuch as the established working procedures of the
Professional Selection Panel do not presently allow a sponsoring
office to be given information as to why an adverse recommendation
is made by the Panel, I can on these two cases only make a general
appeal to the CIA Board to review the findings. It is of interest to
note that Mr. 0 was disapproved by a 3-2 vote of the Panel. I
would like at this time to suggest for the consideration of the CIA
Board a change in the operating procedure of the Professional Selec-
tion Panel which will authorize them to inform a sponsoring office as
to the general reasons for an adverse recommendation. If such infor-
mation were given, it would undoubtedly lessen the number of appeals.
