MEMORANDUM FOR THE RECORD
SUBJECT: "Wrap-up" Session for 1968/1969 Participants in the
Educational Program in Systematic Analysis (EPSA)
1. On 3 September 1969 a "wrap-upt? session for 1968/1969 EPSA
Fellows was held at the New Executive Office Building. The all-day program
was jointly sponsored by the Civil Service Commission and the Bureau of the
Budget.
Z. The program consisted of a discussion of "The Current Scene
in Analysis" by Tack W. Carlson, Assistant Director for Program Evaluation,
Bureau of the Budget; a talk on the progress in implementing PPBS in the
Government by Keith Marvin, Chief of the Systems Analysis Group of the
General, Accounting Office; and a description of and an invitation to join the
Association for Public Program Analysis by that organization's president,
Carl S. Rappaport. The final item on the agenda was a critique of the
respective university EPSA curricula, with the group divided according to
the university the students attended.
3. Mr. Carlson of BOB, in his speech, said that he is of the opinion
that there is even more of an interest in program evaluation and policy
analysis on the part of the present Administration than the previous one.
As a result, he suggested there will continue to be an increasing demand
for EPSA-trained people and others with analytical experience. This state-
ment was met by a certain amount of skepticism, since, according to a
show of hands, far fewer than fifty percent of those in attendance are assigned
to PPBS/systematic analysis jobs. In spite of this reaction, Mr. Carlson
submitted that growing congressional and public interest in proper allocation
of resources would make greater use of analysis, at the state and local levels
as well as federal, inevitable.
4. Mr. Marvin of GAO, who was a last-minute substitute for Budget
Director Robert P. Mayo, discussed the implementation of PPBS in 2 I
executive agencies over the past three years. He summarized -- in terms
of manpower -- the staff increases in PPB offices during the 1966-1969
period.

b) The case-studies course was of little value, primarily
owing to the instructor's ineffectiveness.
c) The computer course should have been directed more
toward the purposes of the EPSA program.
d) An elective, based on the individual's own fie
t, should have replaced one of the four required core
6. Two final minor items; A total of 64 candidates (as compared
to last year's 66) are taking part in the 1969/1970 program; and the name
of the program has been changed from Educational Program in Systematic
Analysis to. Educational Program in Systems Analysis, which will certainly
alleviate some of the semantic difficulties in explaining what the program
is about.
