Morning Meeting of 13 December 1966
DD/I informed the Director that Bruce Clarke is briefing the
Vice President this morning on West German and NATO affairs.
DD/I said that he met yesterday with his Office Heads and Bill
Hyland from ONE to provide proper guidance for briefing on or dis-
cussing Vietnam with the foreign liaison officers. OCI will conduct
a weekly Vietnam briefing for them, and procedures have been
tightened for discussions of intelligence on other areas.
Kent reported that the briefing session for Secretary Nitze yes-
terday seemed to go well.
DD/S explained a new system of commuted travel which the
Agency is using to save costs.
Carver called attention to a cable from George Allen indicating
that the second test of the pacification criteria had gone better than
the first.
Warner noted an editorial in this morning's Washington Post on
the Agency.
A-DD/S&T reported that JCS will be briefed on
21 December.
