SUBJECT: tJSIB Policy Statement Concerning Counterintelligence
and Security Responsibilities
REFERENCE: USIB-D-1.51:4
1. On 18 July 1962 the United States Intelligence Board approved the
attached "policy Statement Concerning Counterintelligence and Security
Responsibilities. " Although a considerable portion of this statement con-
cerns installations and personnel overseas, the statement itself is. so
important and fundamental to all security practices that I believe it
should be required reading on the part of all supervisors in the Agency
from the branch level up. I believe that you will find that it is a state-
ment which is both clear and concise and should impart in our super-
visors a better understanding of why certain security practices are in
existence.
w. It is requested that each of you insure that all supervisory per-
sonnel through the level of Branch Chief read this document. Further
implementing instructions will be issued at a later date.
