SUBJECT: Intelligence Community Assistance Required
in Support of the Production of the National
Intelligence Bulletin (NIB)
1. As you know, the USIB has approved the establishment of the
National Intelligence Bulletin (NIB) as a dail national product to

staffing and to conduct tests of NIB production procedures. It#is
his view that the NIB should be ready for full production about
mid-May.
2. To assisti in implementing this plan, I would
appreciate It If Y would nom nate an officer to act as your in-
house NIB representative on SIGINT matters. In addition, you are
Invited to identify a process-oriented NSA officer to work with the
NIB staff to whatever extent you find useful. As you noted, this
officer well be of great help in advising the NIB managing
editor onSIGINT matters.
