1. In drawing up these letters of commendation for your
signature I have tried to keep them on a more personal basis
than the usual formal ones.
2. It is my belief that by mentioning the man-s back-
ground and the work he has been doing, we trill tend to raise
his morale. This is most desirable at the present time.
3. Nine may appear to be a rather large number to sub-
mit for your signature. Ho:rever it seems difficult to elimi-
