GENERAL SMITH than referred to the Just-published NC ID/5 and
to the responsibilities for covert operations now assigned to CIA.
He said that the expenditures necessary to finance these responsibilities
were approaching such magnitude that it would be difficult to obtain the
funds from Congress without detailed justification, a course which wigbt
result in a reduction of security sufficient to militate against the
effectiveness of CIA as an intelligence agency. He said that be wisbsd
more time to consider this paper in the light of the considerations
mentioned.

paragraph.

that the staff should become involved only in problems in which the
Board wished to become interested., It was obviously desirable that
the PSB should not become a speech-clearing mechanism.,

M. GRAY commented on the budget figures for 1952 and 1953. He
said that he would like approval of the revised 1952 budget estimate,
increasing the total figure fray but explained 25X1
that 91i3 budget estimate was a pro sc on only and that approval
oft staff positions indicated for that year was not now requested.
GENERAL SMITH referred to increasing difficulties in obtaining
budget authorisation for new projectso These difficulties would be
lessened to the extent that PSB could draw upon the member agencies
for personnel, as CIA did in preparing NIE estimates. MR. WEBB said
that the question was whether the. member agencies could handle the
various projects under PEE staff guidance or whether it would be
necessary for the PSB staff to do much of the work because the
agencies would be unable to handle it.
MR. GRAY pointed out that under the Presidential Directives the
Board has three functions coordination, and evaluation, an well as
planning, and that these follow-up responsibilities appeared to go
beyond that was required of the NBC or the DIE system.
GENERAL SMITH explained that he did not wean that the proposed
budget envisaged too large a masher of personnel. Be suggested that
odght be rsauired in the future, but he wondered
if they would needed at one time under one roof, Be suggested
the concept of a permanent eadrep to be augmented by draft from the
departments as required. He conceived of the Board as providing
policy guidance, assisted by a Director at the bead of a steering
group, with a amsU coordinating staff., The member agencies should
be ready to provide people on call on a contributed basis. In other
words, the contributing agencies would provide part in cash and part
in kind (personnel),
MR. WEBB expressed his desire to support the Director in anything
required to do the job, but wished to be satisfied that the Board had
fully checked on the assets already available in the agencies.

GENERAL SMITH said that if the key positions on the staff were
filled by detail from the member agencies, It would not be necessary
to include their compensation in the PSB Budget, which it was desirable
to keep as low as possible,
It. GRAY said that the existing procedure fbr administering and
paying the staff of PSB had been worked out by the chiefs of administration
of State, Defense, and CIA?
GENERAL SMITH estimated that half of the PSB staff might be permanent
in order to provide continuity, with a further 25% on detail from the
agencies, and the final 25% obtained by calling upon the agencies as
required and by employing outside consultants.
M. GRAY explained that.his primary concern, apart from economical
administration, was to make it possible to acccinp:1th a"'orta:!3y the
job not forth in Ow Presidential Directive.
MR. WEBB said his intent had not been to question the funds proposed.

October 1951, by a group made up of himself (as Chairman), a Far East

Psychological Warfare Staff of the Department of the Army, and of Radio
Free Europa,
