He said that the expenditures necessary to finance these responsibilities were approaching such magnitude that it would be difficult to obtain the funds from Congress without detailed justification, a course which wigbt result in a reduction of security sufficient to militate against the effectiveness of CIA as an intelligence agency. He said that be wisbsd more time to consider this paper in the light of the considerations mentioned. 25X1 It was agreed that "NBC 20/5" should be inalu fads under "Rslbt+sads", page 1; in IL, DBPT 1Q TIONS, page 11 and in VI, 5, Page b (f ollowitg "NBC 16/411). It was also agreed to insert the word soriginating~ in the first line of PI, 6, page 5, after the words "psychological operations." Par. 6, section RI, page 5, was discussed. OlfSUAL SMITH thi t the clines "when each operations will directly affect ... 1bt11rs military actions" was so broad an to have little prwacal mesnisig, and suggested "projected" in lien of "future.e He consented on the delgs encountered in existing coordinating mechanisms, the wide inclusiveness of the phrase %pegabologial operations,' and the need for immediate action by commanders in the field in time of war. It was pointed out that if the word "projected" were sobstifsde in this paragraph, a sisdlar change should be made in the tollawing paragraph. Referring to the definition of "IIULITARY THEATER OF OPERIMM hhQ,0 pegs 2, GAL BAUM questioned whether this tern was appropriate in view of : ti-nation militate operations and commuted on the d fft culties of plsmaiag for theaters where no American oa^mendsr bad ban named. GENERAL SMITH, citing World Mar II experiensa, naiad that an American troops in wartime most report to an American Theater Co-user, although for administrative pmrposes the American and the Joint Thessw might be identical. He thought that the naasaitA- for, and relabels p of, a 3.8. Theater Commander in ourrsot planning for future warfare should be clarified by the JCS. let. In view of this situation, which appeared to have been facilitated by the action thus taken by the POD staff, the DirsstSi had sent a acs oraadue to the NBC, dated October 22, 1951, ada!lirlg to the changed situation and advising that copies of the Staff sssB- randy referred to had been seat to the Dspsrti ate of Snotsi and Defense and to the JCS, for information. GRAY explained that this item had been brought up because of his desire that the staff should become involved only in problems in which the Board wished to become interested., It was obviously desirable that the PSB should not become a speech-clearing mechanism., Agenda item 6. - Approval of 1952 (Revised) and 1953 P55 Budget. Actions The Board vW*"d the revised et for fiscal year 19 2 as ~` resew Action an 25X1 the proposed budget for sc year 19 3 was dererrea unt a ILater Meeting* M. GRAY commented on the budget figures for 1952 and 1953. He said that he would like approval of the revised 1952 budget estimate, increasing the total figure fray but explained 25X1 that 91i3 budget estimate was a pro sc on only and that approval oft staff positions indicated for that year was not now requested. GENERAL SMITH referred to increasing difficulties in obtaining budget authorisation for new projectso These difficulties would be lessened to the extent that PSB could draw upon the member agencies for personnel, as CIA did in preparing NIE estimates. MR. WEBB said that the question was whether the. member agencies could handle the various projects under PEE staff guidance or whether it would be necessary for the PSB staff to do much of the work because the agencies would be unable to handle it. MR. GRAY pointed out that under the Presidential Directives the Board has three functions coordination, and evaluation, an well as planning, and that these follow-up responsibilities appeared to go beyond that was required of the NBC or the DIE system. GENERAL SMITH explained that he did not wean that the proposed budget envisaged too large a masher of personnel. Be suggested that odght be rsauired in the future, but he wondered if they would needed at one time under one roof, Be suggested the concept of a permanent eadrep to be augmented by draft from the departments as required. He conceived of the Board as providing policy guidance, assisted by a Director at the bead of a steering group, with a amsU coordinating staff., The member agencies should be ready to provide people on call on a contributed basis. In other words, the contributing agencies would provide part in cash and part in kind (personnel), MR. WEBB expressed his desire to support the Director in anything required to do the job, but wished to be satisfied that the Board had fully checked on the assets already available in the agencies. 5 TOP SECRET 25X1 Approved For Release 2005/04/28 : CIA-RDP80R01731 R003300410040-1 Approved For Release 2005/0,8RDP80R01731 R003300410040-1 GENERAL SMITH said that if the key positions on the staff were filled by detail from the member agencies, It would not be necessary to include their compensation in the PSB Budget, which it was desirable to keep as low as possible, It. GRAY said that the existing procedure fbr administering and paying the staff of PSB had been worked out by the chiefs of administration of State, Defense, and CIA? GENERAL SMITH estimated that half of the PSB staff might be permanent in order to provide continuity, with a further 25% on detail from the agencies, and the final 25% obtained by calling upon the agencies as required and by employing outside consultants. M. GRAY explained that.his primary concern, apart from economical administration, was to make it possible to acccinp:1th a"'orta:!3y the job not forth in Ow Presidential Directive. MR. WEBB said his intent had not been to question the funds proposed. Agenda Item 7. - Report on Psychological rations Presentation at the American imion nven on. MR.
