The port of Tallinn had three harbors: the Commercial Harbor fOid HarboE71 the Fishing Harbor, and the New Harbor. The northern pier of the Old Harbor was used as a mooring place for four cruisers in the wintertime. The cruisers were tied up two by two. In the summer, cruisers were tied up at this place when there were more than three in the port at one time. The first three cruisers would lie anchored in the roadstead with at least six destroyers always around them. The inner part of the harbor was used as a mooring place for destroyers and smaller warships in both winter and summer. Twelve was the largest number of destroyers observed at any one time. In the past few years a submarine salvage vessel (KOMMUNA?) had been observed at the northern end of the north pier.1 The eastern basin of the Old Harbor was the only part of the port of Tallinn which was used by commercial vessels. The only ships observed in this part of the harbor were Soviet and satellite commercial vessels. The eastern basin was equipped. with about ten cranes, of which five had a ten-ton capacity and five a capacity of 14 to three tons. In additionathere was a 60-ton floating crane located in the basin. The southern breakwater had been dredged away. No dredging activity had been L'".ecently17 observed, but divers regularly cleared the harbor, 2. The Fishing Harbor waS used only by rather small trawlers. The New Harbor consisted of the Seaplane Harbor, the Shipyard Basin, and the Naval Harbor There was a rather large battery of heavy antiaircraft artillery by the Seaplane Harbor in the eastern part of the New Harbor. In 1956jthe number of pieces was estimated at 50. The pieces were camouflaged in green. A 50X1 -HUM landing vessel of the MFP type was observed on a slip in this part of the harbor. it was undergoing reconstruction as a Subchaser. To the vest of the antiaircraft battery was located the Tallinn Naval Shipyard (Factory No. 7). The shipyard had four building ways. Two rather large landing vessels were being constructed on each way. In the three years prior to 1957 source, who often visited the yard, had not observed any type of vetsel here other than landing vessels. The length of these was estimated at 50 meters and the height at three meters. They resembled the MFP type. The Naval Harbor at the western end of the New Harbor was used mainly as a base for small warships. On several occaoions groups of about 16 MTBs were observed entering and leaving this harbor. There was a naval shipyard at the tip of Kopli Peninsula.2 The yard was used for the repair of small naval vessels, but commercial vessels had also been observed undergoing repairs here. Possibly small naval vesSels were also constructed there. On several occasions submarines had been observed entering and leaving the Becker Shipyard on Kopli and the shipyard50X1-HUM harbor was used as a submarine base. Submarines had not been observed elsewhere in the port of Tallinn and no newly constructed vessels had been observed coming from the Becker Shipyard. 4. The-old Volta Ilmarinen factory had become Machine Factory No. 1 and produced) among other- thingslcranes.3 The factory was directly subordinate to Moscow. Directly west of the New Harbor was a factory for the production -of acetylene. Northwest of the- civilian airfield and directly north of the railroad was a-factory which was surrounded with the greatest secrecy and was strongly guarded. 4 Within the submarine base (Becker Shipyard) was a rubber factory which produced boots and other rubber products and which employed about 300 men.5 50X1-HUM 5. There was a rather large naval oil storage depot in a large concrete shed measuring about.75 by 35 meters.6 The oil was transported to the shed by railroad. On the east side of the eastern basin in the Old Harbor there were several rather small oil tanks for civilian use. At Merivalja 59-29, E 24-5072 14 kilometers from the beach, there were eight to ten large oil tanks partially hidden from the sea by oak trees. Beyond these tanks in the sea, divers had been observed at work. an oil harbor was to be built there.50X1-HUM 6. A submarine net extended from the east side of Paljassaar Peninsula to the promontory north of Miiduranna .57 59-30.* E 24-427. The net lay on the surface of the water and was held up by buoys. The net opening was on a line with the Tallinn lighthouses on a bearing of 339.10 from the lighthouses. A guard vessel was stationed directly north of the opening. A second net lay between the southern end of Baissaar Island and the promontory at Kakumae Lk- 59-280 E 24-3.117. This net was submerged about two meters below the surface. The opening in the net was on a bearing of 66.6? from the Suurupi lighthouse Zi\T 59-280 E 24-227. A guard vessel was stationed directly east of this opening. 7. A degaussing station for warships was located at Pringi ffl 59-31, E 24-47. Destroyers had been observed passing through the station. 8. A frame of aluminum piping eight meters high and 40 meters long in the form of lattice work with squares of about one-half square meter was observed at Merivalja. The frame was placed 50 to 100 meters from the beach and was completely visible from the sea. 50X1-HUM The inhabitants of Tallinn generally listened to the Finnish radio. There- were several jamming stations to prevent this-0 but they could not interfere with broadcasts from He1sink4among other places. Comments: 1. The salvage vessel KOMMUNA was formerly stationed in Liepaja 50X1-HUM 2. This is the Russian Baltic Shipyard No. 890, 3. The A.S. Ilmarine Factory is a machine manufacturing plant and the Volta plant which is located nearby produces electrical equipment. 4. According to the location of this plant (No. 15)on the sketch, it is in the same area as the Kingissepp Cellulose-Paper Plant. 5. This is probably the Pohjala Rubber Products Plant. 6. This depot is probably]ocated just to the west of the naval harbor.
