Northern. Power Construction Company }
Tie Nor rn Power Construction Company was located in Leningrad (1V 59-55,
E 30n Pokinskaya:naberezhnaya. This enterprise was in charge of
construction of coal-fueled thermoelectric stations. The Ministry of
Construction of Electric Power Stations was in charge of the Northern
Power Construction Company and three other construction companies, the
Baltic, the Southern, and the Eastern. These firms constructed tbu
thermoelectric stations and then turned them over to the authorities
in charge of operation of the power stations. two of
the nine or ten thermoelectric stations in Leningrad

four-ton capacity wagons which moved by a cable system up a Decauville
track to the hoppers. After the coal was dumped, the wagons moved down
another track`:to be filled again at the loading point. Each boiler con-
tained a.-smokestack more than 60 meters tall. The construction equipment
was of Soviet make.- Each of.the- 10 to 12 transformers (No. 11) was

An unknown number of transformers were under construction in a two-story
75 x 12 meter-structure. High tension wires, other than those:installed
in the "high tension area" (No. 16 on sketch No. if on page 9.,) did not
exist at the station. In the "high tension area" there were a_great number
of seven-to eightmeter-hig)i metal columns located four or five-meters
apart upon which were strung countless high-tension wires. Prom 250 to 306--
men worked on the installation together.wiW25 welders and.300 construction
workers, The*project was . headed by`'a,construction chief, a chief engineer.,
and many foremen., No military personnel were employed at the project. The
installation had not yet been entirely fenced in. Security measures were
not enforced*

in the process of installation and the fourth was. still in the planning
stage. The turbines were to have operated on coal-fired steam-generating
boilers; each of which . occupied.a.floor space of 25 square meters. The
system for feeding the boilers had already been constructed. A siding
ran into a shed which occupied a 12 x 100 meter'space. The coal was carried
from`the shed on a conveyor belt to a 10 x 10-square meter hopper which-
