A. Summary of Suggestion
1. Background
a. The suggester was assigned to make a security
survey of Office of Finance Courier Routes starting 11 October
1968 to determine if:
(1) A replacement was needed for the
1966 Pontiac armored car damaged in an accident,
(2) The 1952 recommendation that the
Agency have an armored car was still valid, and,
(3) Any existing procedural vulnerabilities
existed. (The last security survey of Finance Courier
Routes was made in July 1962 when the Office of
Finance was in Headquarters Building).
b. On 8 November 1968, the Director of Security sent
an information report to the Deputy Director for Support con-
cerning action taken and recommended. By memorandum of
22 November 1968, the Deputy Director for Support replied that:
He believed that Office of Finance and
Office of Security did not go far enough in
protecting Agency currency transfers; and, he
would therefore like to see a system for the
accompaniment by armed Security Officers of the
shipment from point to point. Finally, the DDS
instructed the Director of Security to take the
necessary action to effect a proper control of
money transfers.

MEMORANDUM FOR THE RECORD
SUBJECT: Suggestion No. 69-343 -
1. Gave the original of the attached "Sumrm ry and Recommenda-
tions for the Committee" to Mr. Lester Bush, Director of Finance
to read. I said we'd like to have the case on this week's Committee
Agenda and would appreciate his comments or concurrence.. I also
mentioned that Chief,. Physical Security
Division, Office of Security told me of their meeting on 15 May 1970
to discuss the suggester's role in the improvement.
2. After reading the summary, Mr. Bush said:
a. The savings in man-hours for Finance personnel are not
really actual savings. Their couriers have other duties for use of
the vehicle and they are not really saving people as such. (I offered
to eliminate the Finance portion of man-hour savings from the total
calculation for award purposes. However, Mr. Bush said this would
not be necessary because it would really not make that much difference
in relationship to the overall total. )
b. He had some doubt in his mind as to the degree of credit
due the suggester for the improvement.. However, he thought it
should be judged in favor of the suggester -- and really, that this
should be our approach in all potential award cases. (I asked if any
Finance Careerists, in his .opinion, deserved credit for any portion of
this case; he said, no.)
c. - was the catalyst that came along at the right time
and he should be given the benefit of any doubt.
d. Movement of the funds to Headquarters has been in his
thoughts, as Director of Finance, for some time. There are .many
more desirable ideas that Finance would like to see implemented that
could benefit the Agency. For example, he could make a study to
prove that it would be more advantageous and save the Agency money

to have Finance back in Headquarters. In this way, they could better
support the Clandestine Service, their most active customer, more
effectively. In this case, _ came along at the right time and

MEMORANDUM FOR: Executive Secretary, Suggestion
Awards Committee
SUBJECT : Suggestion No. 69-343
1. Reference is made to the attached memorandum dated
1 August 1969 from the Office of Finance. That memorandum makes
two points which the information set forth below will refute. The two
points made by the Office of Finance are: (a) "The decision to create
decentralized disbursing facilities and to move the principal funds
custodian to Headquarters. . . were made by the Director of Finance
based upon recommendations of staff officers within the Office of Fi-
nance;" and (b) "We believe that personnel (OS) involved in those con-
sultations were performing official duties; in the circumstances we
believe it inappropriate for a, monetary award to be made to the
suggestor.
2. In the second point made by the Office of Finance above,
they confirm and admit, in their own words, that the suggestor of
the above changes was an Office of Security representative.
3. This is confirmed by the facts in the case, which are that 25X1A
and , in early December 1968
,
met with of the Office of Finance in the Physical
Security Division offices, having invited - to come over to 25x1A
hear these suggestions and ideas and new concepts which 25x1A
had come up with which would drastically reduce OF costs and reduce
most substantially the risks of considerable magnitude in the trans- 25X1A
portation of very large amounts of funds. At that meeting
brought up these concepts with who subsequently took them 25x1A
and described them to the Director of Finance.

4. It is quite immaterial in this case what coordinating
offices or change of command approve a new idea or new concept
on which an award is being based. The issue is who made the
suggestion which is worthy of an award. The facts are clear cut
in this case. did so. 25X1A

5. Secondly, the concept was clearly over and above line
of duty requirements. The line of duty requirements from the
Deputy Director for Support were that the Office of Security arrange
armed security escorts for the funds being moved by the Office of
F'inance. The innovation and suggestion which 25X1A
with were totally separate and apart from that requirement. came

line of duty requirements would have been readily satisfied simply
by a schedule of armed OS escorts for the funds, and nothing else.
6. Attached are copies of memoranda which document the
above statements. In summary, the suggestion and innovation which
has resulted in substantial savings already to date in manpower and 25X1A
in reduced risk to the Agency was an idea originated by
-. It merits an incentive award as described in the attached Em-
ployee Suggestion Number 69-343. Equity should be done this OS

sequences of events in detail with the Board to confirm exactly what
happened.
7. The point in this matter is clearly this: It is immaterial
who appraved the suggestion; the question is, who made the suggestion

was clearly not line of duty.
