In revising Agency regulations to ih orporate the new provision with regard to travel and transportatio expenses of personnel who retire under the Central Intelligenc Agency Retirement System, consideration should be given to the flowing points and perhaps to others which you may think of: a. You will note that the fective date is 30 April 1968 and that Colonel White has in ,erted a note with regard to a limitation of time within which the employee must per- form the travel and incur the transpotation expenses. A copy of Department of State policy witbregard to this time limitation is also attached, together with comments by the Deputy Director of Personnel and Colonel` White. b. The memorandum is silent with regard to the allowances of a person who wants to retire and establish residence overseas.
