It is the purpose of this memorandum to certify that certain proposed expansion of R-W facilities are desirable, necessary and apparently economical. Both of the above sites have been examined by the Luider- signed. The leased building, mentioned in (a) above, is virtually adjacent; to the existing R-W facilities occupied by the Communica- tion Division and should provide a large measure of efficiency and coordination between the various project groups because of the convenif:nce afforded by the co -location of facilities, The lease- hold im}~rovements (now in progress) appear reasonable and consis- tent with the general nature of the present facilities. There is no evidence of extravagence or unwarranted appointments. On the other hand, the site for the radio station facilities is remotely located and involves approximately one hour's driving time to reach. The land involved is ideally located and arranged for the proposed employrnenc. The structures and improvements proposed by the con- tractor appear reasonable, economical and warranted by the project. In muT judUment, there is no alternate to the approval of this or a similar radio test site if the work on System 2C and 2N is to proceed beyond its present development stage..
