THIS IS UNEVALUATED INFORMATION
1. Date on fleet demurrage are compiled every month and are supplements to the operations report
of the steamship agency. The data on demurrage are submitted to the Chief directorate of the
ministry to which the steamship agency is subordinate, to the inspector for the Ministry of
State Control of the USSR attached to the steamship agency, to the Basin public prosecutor,
to the Water Department of the IND, and to the oblasti, city and rayon committees of the
Party.
2. The data are compiled by the Chief of Operations Service of the steamship agency together
with the Chief of the Commercial Department. The data are signed by the compilers and by the
Chief of the steamship agency or his deputy for operations. Copies of the data are kept in
Operations Service of the Steamship agency, in the POLIT department, in the accounting
,JZfice? in the planning department and in the department of labor and wages.
3. Data on fleet demurrage are first compiled for individual ships, and then on the basis of
data on fleet demurrage for individual ships of the steamship agency, the total data on
demurrage of the fleet as a whole are compiled for the steamship agency.
The reasons for the demurrage which has occurred are shown in Column 1 on the data sheet, ZU
cases not covered by the basic reasons are to be entered urdPr "other reasons for demurrage".
If an instance of demurrage falls into the category of general reasons, it is mandatory to
indicate the concrete reason.
In Column 2 the number of occasions on which demurrage has occurred is to be shown.
In Column 3 the total duration and the particular kind of demurrage is to be shown in
ship-hours. The number of ships is multiplied by demurrage time in hours.
In Column 4 is to be shown total duration of deiurrage in ship-days, as the product of the
number of idled ships multiplied by the number of days of demurrage.

8. In Column 5 is to be shown the number of tonnage-hours of demurrage. It is determined as
follows: first the amount of demurrage is determined in tonnage-hours for each ship
separately by the carrying capacity of the ship by the demurrage tine in hours.
The results obtained for each ship are then added up.
9. In Column 6 the total amount of demurrage in tonnage-days is to be shown. The method of
determining the amount of demurrage is the sane as for determining the amount of demurrage
in tonnage-hours.
10. In Column 7 losses incurred by the steamship agency as a result of demurrage are to be
shown. As a rule, commercial loss is determined on the basis of the loss In the fleet's
traffic-handling capability resulting from demurrage and by taking into account, fines_for
the tardy delivery of goods to customers.
