I have reviewed both the current and draft regulation. The latter is a vast improvement over the former, since it legitimizes the supervisory function that many SPS personnel perform and is a much more straightforward piece of writing. 2. While I understand the reasoning behind the minimum experience requirement occasions may arise when an individual being consi ere -or a pose ion is fully capable of assuming SPS level responsibilities but lacks the required seven years of experience. To accommodate such situations, I suggest the revised regulation be modified to permit Agency components to assign individuals with less than seven years experience to SPS positions. Attached is a second revisApfN the SPS Regulation, L DDS& asked that we remove the time restrictions on experience, and we found that government as a whole has gradually dropped the specific time periods, so deleted the seven and three year experience requirements. [para e(1)1 In discussions we found that the Directorates have not been obtainin DCI approval for intea-Directorate moves of SPS personnel for several years. Practice becoming policy, we dropped that requirement as well. However, we did retain the require- ment for DCI approval for inter- Directorate moves and included the review authority for vacancies and assignments of the Supergrade Revi Panel, albeit as far as we can find out, the Panel has met only once and then to discuss allotments of positions rather than vacancy and PqO'Dle- How ver, it is also includ i Supergrade Personnel, and is supposed to be a functioning Panel. The Comptroller representative informally coordinated on the first revision and had only editorial com- ments on the Comptroller paragraph. Do you-wish us to informally co-- ordinat agai with the Comptroller and DDS in view of the substantia change, though it only reflects cur rent practice?
