Adoption of Certain Civil Service Reform
Act Provisions
1. The Office of Legislative Counsel recommended in paragraph 4
of the reference that the Office of Personnel examine the feasibility
of restructuring our current pay system in light of the provisions of
the Civil Service Reform Act (Merit Pay Principle) and the draft
legislation "Classification and Compensation Act of 1979".
2. Our comments concerning the Civil Service Reform Act have
been forwarded separately. Attached for your information is a copy
of our response to the request from OLC for comments on the Classifica-
tion and Compensation Act of 1979.
3. We are continuing to monitor and analyze this proposal but
there are still many details to be worked out, and we do not have
enough information to date for a formal recommendation. However, our
initial impression as outlined in the attachment is still valid, i.e.,
we should remain exempt from the Act but adopt a parallel system, as
we did with the General Schedule pay system, that includes those aspects
of the new pay system that are compatible to Agency requirements and
adapt those aspects of the new pay system that require modification to
meet the special requirements of the Agency.
