There follow partially edited excerpts from and summaries of two issues
of the Nepali Fortnightly, a Communist journal published in Calcutta.

Excerpts from and summary of Nepali Fortnightly, 15 December 1949 issue,
1. "ho are the real enemies of the Nepalese people? The Rana rulers and the
Anglo-Americans are the real enemies of the Nepalese people The Anglo-
Americans are determined to establish their imperialist empire in Asia.
Through the help of India's Nehru Government, the Anglo-Americans have
turned Nepal into a militery base, against the wishes of the local people.
They plan to strip us of our food, comfort and social and political freedom,
with the ulterior motive of using us as, csr;non-fodder against the freedom
movements of the Asian countries. Through a treaty of friendship, the US
has virtually seized the militery power of Nepal, and the Rana rulers have
sent and are continuing to send hundreds of thousands of Gurkhas as recruits
to fight for the British imperialist war in Malaya.
2. Under the never-failing leadership of MAO Tse-tung, the Chinese people not
only defeated CHIANG Kai-shek, but also expelled the American imperialists
from China. The same fate awai;.s them in Nepal.
3. As a result of the Indo.Nepal treaty:
a, There will be greater opportunities for the western imperialists to
exploit Gurkha recruits in defence of their imperialistic war.
b. American and British stroops will be stationed in Kathmandu.
c. The Americans will take up the military co=and of pepal.
d. The Americans will construct a road from Raxaul to Tibet for the
easy movement of troops and war materials against the Communists,
the Soviet peoples of the USSR and China.

4, Through its agents in Indonesia the US is vigorously strangulating the
brave inhabitants. The Hotta Government is nothing but an agent of
American capitalism. The UN sent its Commission to Indonesia merely to
bluff the people; in that Commission, the US has the major voice through
its agents Aieh, &orley and Cochrane. However, the Red Guerrillas are very
actively fighting for the establishment of the Indonesian People's Govern-
ment in that country. Thus, the Americans are bound to be expelled from,
there in the near future.
5. The Kashmir uroblem is a creation of the US anti-Indian policy But
American diplomacy will miserably fail in Kashmir, in spite of the efforts
of the Truman clique and its capitalist hierarchy to establish a military
base in Kashmir against the USSR.
The real devotion and loyalty of the peoples of the whole world are for
the USSR and for China, since these two countries have lead the fight
against the Anglo-American war mongers for the peace of the world.
Comrade MAO Tse-tung, the Chairman of the China Communist Party spoke of
this while reviewing the world situation in relation to the working class
movements on the occasion of the twenty-eighth anniversary of the China
Communist Party on 1 July 1949,, He said, "The Communist system is the only
system which is responsible for providing all of humanity with economic,
social and political equality and justice, and which will obliterate the
American capitalist system from the globe. Thus the entire world looks
to the USSR with expectant eyes for deliverance. The USSR rushes to
rescue each nation from economic and political ruin, whereas the US rushes
to ruin the entire world through capitalistic exploitation. The USSR has
assured each nation national and democratic dignity; the US has stripped
the nations of those dignities. This accounts for the Soviet triumph,
now practically introduced in China."
On 13 October 1949, Comrade Stalin sent a message of fraternity to Herr
Wilhelm Peick, President of the German People's Republic, and to Premier
Otto Gotwald, on the occasion of the establishment of the Republic:
"...If the two brave peoples of Germany and Soviet Russia are united, the
whole of Europe, in fact the whole world shall be assured of safety from
the western imperialist onslaught. For the establishment of world peace,
rest assured the peoples of the US, Great Britain, France, Poland, Italy
and Czechoslovakia will be on your side. Long live the peace-loving
Republic of the brave German people! We are'with you."
Appeal to the readers: "Since there are a thousand and one difficulties
facing the Communist Party, the Nepali Fortnightly could not appear regu-
larly, despite our efforts. During 1950, we assure you of its regular
publication and delivery. For this, we appeal to you for donations. With
Red Greetings,..."
In the Telangana district of Hyderabad, the village people captured about
2,000 villages under the inspiring leadership of the Communist Party of
India (CPI). This also happened in South Bengal, where the Villages of
Kakdwip and Layalgunk have been seized by the brave local villagers under
the leadership of the CPI. They have also established local Soviets of
their own in opposition to the local capitalist landlords,

Excerpts summary of Nepali Fortnightly, January (date unspecified) 1950:
11. Not a single political organization inside Nepal has dared to challenge
the Nepal Rana Government. The Nepal Democratic Congress and the Nepal
National Congress demonstrate from outside the border. Only the Nepal
Communist Party has been working inside Nepal with a view to combatting
the Rana menace. The NCP directs the people to take the Rana agents to
task. Now as always, the NCP works along with the peasantry, working
class, students, and the men and women of Nepal as their saviouro
12. In 1930, Kaji Khadgaman Singh, who is still in jail, was among those who
organized the revolution in Nepal, with the help of some of the discontented
elements among the Ranas. Laxaman Rana was their fast friend and supporter.
But Laxaman Rana secretly informed the Prime Minister Maharaja Bhim Shun-
shar of all the plans of Kaji Khadgaman Singh and his revolutionary organi-
zation, and the whole party was arrested.
13. In 1935, the Nepal Praja Parisad was organized by Shukraraj Joshi, Dharma-
bhakta, Dashrathchand, Gangalal and others. They made the same mistake,
and as a result these four individuals were hanged and shot dead by the
Rana rulers in 1941. Their comrades Tankaprasad Upadhyay, Churaprasad
Sharma, Ramhari Sharma,and others have been in Nepal prisons since that
time.
In January 1947 The Nepal National Congress was organized, and in 1948 the
Nepal Democratic Congress came into being. Both these organizations have
adopted a compromising attitude toward the Rana tyranny. After the arrests
in 1948 of Bijayabahadur and Tripurbar, the Nepal Praja Panchayat Satyagraha
movement ceased to exist. Thus, it is the NCP alone which can properly
lead the Nepalese people to their goal.
The mistakes of the above organizations were:
a) Not to rely upon the people's revolutionary strength,
b) The adoption of a compromising attitudeo
c) Cowardice.
The birth of the Nepal Communist Party has greatly troubled the Anglo-
Americans and Nehru and Patel. The NCP is determined to prevent .Anglo-
American infiltration into Nepal, and any action directed against the
USSR and the People's Republic of China. The NCP appeals to the Gurkha
military to fire upon the imperialists.
The following comment on the Information Bureau of the Soviet Laborer and
Communist Party Resolution was contained in a Pravda editorial of 13 Novem-
ber 1949, In an article on "Peace, Democracy and People's Freedom", it
warned the peace-loving peoples of various nations to be vigilant against
an Anglo-American trap, and assured them that world events were bringing
about the defeat of Anglo-American ideology, and that the aim of the poace-
loving working class of the world was making great headway under the
mighty leadership of the USSR.
