SUBJECT: Global Nuclear Inspections
1. The conclusion of the Nuclear Regulatory Commission that inspection
alone can not reliably warn of diversion of reprocessed or highly enriched
fuel for use in atomic weapons, although not a new discovery, will alarm a
great many people and arouse concern whether our coverage of these activities
is as good as it can be.
2. Can we organize a review of our collection capabilities on this
target to see how adequate they are and what methods there are of enhancement.
