Approved For Release 2007/10/29: CIA-RDP84B00130R000600010321-3 SECRET ? .0 MEMORANDUM FOR THE RECORD Staff Meeting Minutes of 10 October 1980 Mr. Carlucci chaired the meeting. Fitzwater commented that the Executive Order for the pay raise has not yet been signed because of a legal problem which the Attorney General is trying to solve. He said that if the pay raise was not paid on time, it will be made up at a later date. Fitzwater also mentioned that open season on insurance is coming up and that no brochures will be issued this year. Instead bulletin boards will have comparison charts for the employees to use to compare various insurance programs and the Insurance Branch is prepared to answer detailed questions. Mr. Carlucci raised two items which were brought to his attention at in full the new policy. --Requirement to have an overall rating of 6 on the PAR in order to qualify for a QSI. DDO officers maintain they were never told of this change in policy. In the past anyone with a Strong (which equals a 5 on the new PAR) was eligible for a QSI. Mr. Carlucci asked Fitzwater to issue a communication to the field explaining yesterday: Hetu talked about a controversy over alleged statements made by OPA analyst Mel Goodman speaking at a college--that CIA gave the White House two weeks warning about the Soviet invasion of Afghanistan. The story appeared on the NBC news 9 October. NFAC is not as willing to accept that and will provide an assessment. --Bani Sa.dr's claim of a counterattack near Abadan is not accurate. Indications are that the Iranians are preparing fallback positions. --Soviet naval presence in the Indian Ocean will drawdown over the weekend as changeover begins. -~ he Soviets have closed the rail crossing point at Brest Litovsk for 10 da s. This will affect only freight and not passenger service Hitz mentioned that Peter Murphy (Subcommittee on Defense/HAC) is coming today to talk to the DDO, and Mr. Carlucci agreed to meet with him briefly. Wortman said a notice to all employees has been issued that as of 5 October per diem was raised to $50 per day in most areas and to $75 in high cost areas. Mileage was increased from 22 to 22 1/2 cents. Wortman discussed the new divorce law which is part of the new Foreign Service Act and does not affect the CIA yet. The portion of the law that is causing the problem has to do with compensation to former spouses.
