SUBJECT: Request to Use SIS Position Allocation
from the DCI Reserve
We were recently advised of your approval to allocate

While I am most appreciative of the increase, I want to take
this opportunity to seek your approval to obtain from the DCI
Reserve an SIS position allocation on a temporary basis to
establish a position for the Chief, New Building Project Office.
2. As you know, we have identified
the focal point officer in charge of the
is an SIS-02, and I believe you will agree that the responsibilities
and demands which will be placed upon him warrant a position
which is at least equal to, if not higher than, his present grade.
3. It was my original intent to provide with an
SIS position from the FY 1984 increase. However, to do so from
the limited number we received would decrease by one what I
consider to be priority requirements in the Offices of
Communication, Data Processing, Medical Services and Security.
These Offices have 0 positions which have already been
evaluated by the Office of Personnel as justifying an SIS level.
It will indeed be difficult to deny any one Office an SIS
allocation from the increase we received.
4. On the other hand, the new building, albeit a long term
project, is a one-time requirement which will have a direct
impact on the entire Agency. For this reason I am requesting
an SIS position allocation to accommodate Once the
new building is completed, woul be reassigned and
the SIS position returned to the Reserve.
