I. Thanks for the information forwarded via reference A which authorized
the financial status of the Office of Medical Services (OMS) for FY 1983.
2. Our review of all the submissions from Directorate Offices indicates
that we have a staggering list of hard unfunded requirements which cannot be
delayed or ignored. They are, in fact, bills which must be paid. At the same
time, we do not expect much relief from other sources. If the other Directorates
have any surplus funds to be provided to us via the Comptroller, experience
indicates that these funds will be available later rather than sooner. We do not,
in short, anticipate any immediate relief. Under these circumstances I have
decided not to impose an assessment on your resources to cover essential
Directorate-wide unfunded requirements. Our strategy for this fiscal year is
for Directorate components to absorb their unfunded requirements to the maximum
extent feasible. It is suggested that you submit a request for reprogramming
sufficient funds to cover the anticipated shortfall to support the Educational
Testing Services contract.
3. Since a realistic assessment of our financial situation indicates that
we will receive little, if any, relief, please carefully orchestrate the
execution of your budget. If you do anticipate that you may have some surplus
funds, please identify those funds as soon as possible so that they may be used
to reduce our most pressing problem areas.
